It describes three approaches for responding to site contamination: background, generic, and site-specific risk assessment; a four-step process for investigation and restoration (site assessment, sampling and analysis, remedial work planning and implementation, and recording the work done); administration and record keeping related to the restoration; and opportunities and considerations for using land use planning mechanisms when a restored site is to be reused or redeveloped. Water samples have been collected weekly since 1976 at five Lake Erie municipal water supply intakes. Data for 1976 through 1994 from these samples are used in this report to generate statistical characterizations of nutrient concentrations prior to the late-1980s zebra mussel invasion that would serve as the basis for forecasts of post-zebra mussel nutrient concentrations. The predicted concentrations are then compared with the measured post-zebra mussel nutrient concentrations as the basis for inferring the impact of the zebra mussel invasion on nutrient levels in Lake Erie. Two statistical approaches were employed: determination of significant differences in pre- and post-zebra mussel years by Mann-Whitney U-tests, and the application of Box-Jenkins autoregressive integrated moving average techniques. Results are presented for such parameters as ammonium nitrogen, nitrate nitrogen, chlorophyll a, inorganic nitrogen, and phosphorus
