Public and private aid can improve lives in poor countries, but the willingness of taxpayers and private funders to finance aid programs depends more than ever on showing results. COD Aid is a funding mechanism that hinges on results. At its core is a contract between funders and recipients that stipulates a fixed payment for each unit of confirmed progress toward an agreed-upon goal. Once the contract is struck, the funder takes a hands-off approach, allowing the recipient the freedom and responsibility to achieve the goal on its own. Payment is made only after progress toward the goal is independently verified by a third party. At all steps, a COD Aid program is remarkably transparent: the contract, the amount of progress made, and the payment are disseminated publicly to highlight the credibility of the arrangement and improve accountability to the public. COD Aid is a new approach to foreign aid, but one that complements other aid programs and would ultimately encourage funders and recipients to use existing resources more efficiently

Governance in the Health Sector A Strategy for Measuring Determinants and Performance by William D Savedoff( )

Many different strategies have been proposed to improve the delivery of health care services, from capacity building to establishing new payment mechanisms. Recent attention has also asked whether improvements in the way health care services are governed could make a difference. These approaches ask which factors -- such as rules and institutions -- influence the behavior of the system in ways that are associated with better performance and outcomes. This paper reviews the concept of governance as it is used in the literature on private firms, public administration, international development and health. It distinguishes between indicators that measure governance determinants from those that measure governance performance in order to propose a framework that is analytically coherent and empirically useful. The framework shows how these indicators can be used to test hypotheses about which governance forms are more useful for improving health system performance. The paper concludes by proposing specific measures of governance determinants and performance and describes the instruments available to collect and interpret them

Energy is critical to human welfare, yet energy consumption in developing countries is extremely low relative to modern living standards. Conventional aid programs have invested in energy production with some success but also with many notable failures. This paper discusses how a distinctive approach to development aid--disbursing funds against improved outcomes--could make aid more effective in the energy sector. In particular, it explores the use of Cash on Delivery Aid (COD Aid) to resolve perennial dif culties encountered by conventional aid programs in energy sector development. After reviewing energy sector experiences with results payments and presenting the COD Aid model, the paper illustrates the new approach with three examples. The rst example involves paying for increases in per capita electric consumption along with rewards for reducing average greenhouse gas emissions per kilowatt-hour. The second example suggests paying for each additional household that is consuming electricity at a basic level of 300 kWh per person per year. The third example promotes nancial sustainability by paying a matching grant for appropriately billed and collected energy bills. The paper concludes with a discussion of common objections to the approach

Almost everyone agrees that corruption is an obstacle to social and economic progress in developing countries. Yet this consensus about the existence of the problem does not extend to agreement over how rich countries and donor agencies should deal with it - or even if it should be addressed directly at all. This essay looks at how foreign aid agencies have changed the way they deal with corruption over the last 25 years in terms of improving the integrity of funders and recipients while strengthening international cooperation. It argues that current approaches rely primarily on transactional controls and, to a lesser extent, on investments in transparency and raising global standards of governance. Much less is being done with regard to selectivity and paying for results. The essay concludes with an assessment of current initiatives and proposes a new strategy that directly incorporates information that is often neglected: data on development results. With better information on what programs actually achieve, funders would be able to (1) prioritize the application of investigative resources, (2) test the effectiveness of control strategies, (3) implement pay for results programs and (4) be selective about providing aid on the basis of objective criteria
