Le premier volume de l'histoire officielle du ministere des Affaires exterieures porte sur la croissance administrative du ministere à partir de sa creation en 1909; il fait etat entre autres des changements majeurs amenes par la Deuxieme Guerre mondiale. Apres un chapitre d'introduction traitant de la conduite des relations exterieures avant 1909, l'ouvrage expose le developpement du ministere en trois phases distinctes. Ses debuts furent modestes sous la direction du premier sous-secretaire, sir Joseph Pope (1909 - 1925), mais celui qui prit la releve, O.D. Skelton, considera le ministere comme un instrument important dans l'affirmation de l'autonomie canadienne. Skelton mis sur pied les premieres missions diplomatiques canadiennes à l'etranger et crea le Service exterieur pour les doter en personnel. À la declaration de la guerre en 1939, les responsabilites et la taille du ministere prirent de l'ampleur. Comme resultat, l'administration centrale subit une reorganisation substantielle sous la direction de Norman Robertson, successeur de Skelton en 1941. Les criteres de recrutement etablis par Skelton et la reorganisation qui eut lieu sous Robertson donnerent au ministere les caracteristiques qui en firent une division distinctive du gouvernement canadien. Le developpement ulterieur du ministere sera examine dans le second volume, qui englobe les annees 1946 à 1968
