Interviews were conducted with employers and military personnel to obtain information regarding basic skills needed in entry-level jobs available to young people with a high school education. Information was also obtained from young entry-level employees and military recruits on the quality of their high school preparation in basic employment skills and the types of activities that helped them in the school-to-work transition. Indepth interviews were conducted with 135 managers, owners, and supervisors and 130 entry-level employees. Employers ranked 80 tasks in reading, mathematics, computers, writing, communications, interpersonal, manual/perceptual, problem solving/reasoning, and job retention/career development in order of importance. Employees indicated the importance of various tasks in their present positions and rated their preparation in high school for the same tasks. Open-ended questions were asked about types of courses, extracurricular activities, and out-of-school experiences that helped them succeed in their present positions. Interviews were also conducted with 45 military and 8 civilian instructors and 57 young recruits. Following two sections presenting results of the survey is a third section that provides examples of some existing programs in Colorado designed to improve the career knowledge and employability skills of young people. This study examines the impact of US prisoners of war (POWs) upon the manner in which the United States conducts limited wars. POWs have long been dealt with as an afterthought in warfare. US failure to treat the POW issue with importance led to numerous occasions of shortsighted policy and unrealistic limited war goals. Some of these occasions include the Vietnam War, the 1983 retaliatory air strikes in Lebanon, and the 1995 Operation Deny Flight missions over Bosnia. The adverse impact of enemy exploitation of US POWs can compromise US limited war goals. Failure to anticipate POW exploitation and the political implications of POWs helped cause the failure of US policy during the Vietnam War and the Lebanon situation, and jeopardized US goals in Bosnia. The United States must always anticipate the possibility of US servicemen becoming POWs in limited war situations. Although such a possibility is one risk of the military profession, the nation owes its servicemen more than long years in squalid prisoner of war camps in exchange for their dedication to America's goals and the defense of US interests. In political terms, the worth of a US POW in the hands of an enemy goes beyond the value of their life. A US prisoner of war represents significant political leverage for an enemy

This report examines traditional and newer forms of school district entrepreneurship and its impact on school district revenues. The report describes forms that have become well-established, such as school and parent fund raising, local educational foundations, business-education partnerships, and student fees. New forms of educational entrepreneurship include commercial advertising, corporate sponsorship and merchandising efforts, the recruitment of tuition-paying students, and development-impact fees. Although the generation of alternative revenues may provide opportunities for school districts, it also presents concerns for school officials and state policymakers regarding equity, accountability, and taxpayer support. Recommendations for state policymakers include: (1) conduct a survey of school districts to identify the types of entrepreneurial activity and the amount of revenues generated; (2) review the state education accounting system to ensure that alternative revenue sources are accounted for in a systematic manner at the district and school levels; (3) analyze existing statutes and administrative regulations to determine if they offer sufficient guidelines for school districts in new areas of entrepreneurship; and (4) consider a study to determine the impact of school district entrepreneurship on interdistrict and intradistrict fiscal equity. The four-day week is a popular way to improve the quality of education and save energy costs in rural districts. The four-day week is structured as a lengthened day or school year. Thirteen states have districts operating on four-day calendars. State laws and education agency regulations require districts to evaluate the effect of four-day programs on student achievement, transportation and use of facilities, costs, and reactions of students, parents, and staff. Reactions to the four-day week are generally favorable. There are some concerns expressed for younger students, those traveling long distances, and problems with scheduling programs and activities with traditionally scheduled districts. Six points should be considered when contemplating the four-day week: (1) state legislation to maintain operational and academic requirements;; (2) integrating four-day week energy saving studies with districtwide consumption; (3) calendar modifications; (4) making opportunities for activities and special instruction available; (5) evaluating research on the effectiveness of schools and student learning; and (6) input in planning from students, teachers, administrators, and community members.
