The materials on Sumner Welles include Franklin D. Roosevelt's copy of the F.B.I.'s full report, 1941 January 22 [78 leaves], on Sumner Welles's solicitation of sex from several African-American Pullman car porters, primarily on a September 18, 1940 trip from Jasper, Alabama to Washington, D.C. Laid in the report is a typed note by Watson, 1941 January 29, stating that "[t]his is a special report left by J. Edgar Hoover after his appointment with the President, January 29th. To be unopened until called for by the President." Below this in Watson's hand is written "at request of President Secy. Hull was shown report."
