Models of Evaluation Utilization : a Meta-Modeling Synthesis of the Literature by R. Burke Johnson( Book )

An integrative causal process model of evaluation utilization variables is presented. The model was developed through a traditional approach to literature review that lists results from published studies and relates these to the research topic, and through an approach that tries to integrate the models found in the literature search. Meta-modeling means developing models from models. It is a non-quantitative inductive theory-building approach done on published research studies as a specific source of data. Variables that affect utilization were identified, and implicit-cause and explicit-cause models in the literature were located. Reviewing these implicit and explicit models identifies the following key variables as facilitators of utilization: (1) participation; (2) organizational process and communication; (3) feedback; (4) politics and self-interested decision making; (5) use management; and (6) cognitive and behavioral uses. Evaluation usage is a continual process that evolves and changes shape over time, which is dependent on local contextual, organization, and political dimensions, in which participation by stakeholders and feedback seem especially useful. The proposed model is presented in Figure 7. Six additional figures illustrate the discussion. Contains 74 references. (SLD)

The terms "causal-comparative" and "correlational" are dated and misleading and suggest a false dichotomy in research. Textbook authors should stop misleading educational research students and researchers in training with the notion that causal-comparative research provides better evidence for causality than correlational research. They should focus on more important issues surrounding causality and how to design relatively strong nonexperimental designs. Because of the importance of nonexperimental research in education, it is essential that students learn how to develop defensible nonexperimental research studies. This paper presents a sensitizing conceptual scheme for examining interpersonal adaptation in urban classrooms. The construct "interpersonal adaptation" is conceptualized as the interaction of individual/personality factors, interpersonal factors, and social/cultural factors. The model is applied to the urban school. The conceptual scheme asserts that individuals can be viewed as varying on a continuum of change seeking, of being open to change in some areas but not in others. Both formal and informal organizational structures affect school members' adaptability to change. Adaptive school structures are characterized by morphogenesis and facilitate change by providing an open environment in which to explore differences and problems. The intersection of adaptive individuals and an adaptive school culture characterizes the adaptive school and results in a transformational culture. Urban schools represent multicultural microcosms of the community. Creating adaptive classrooms is especially important in the urban schools, for which a change-oriented culture is essential. In the context of the transformational leadership that is described, conflict becomes the focal point at which people come together to solve problems, resolve differences, and learn to cooperate with a leader. Leadership is manifested as multicultural group processes that include communication and intuition, interaction among constituency groups, collaboration, negotiation, conflict management, and the ethical response to identified problems.
