This paper examines how certain variables under government policy control have affected the earning power of recent immigrants. These variables include entry class distribution, English language ability, arranged employment, assessment of applicants, and to some extent the origin of the immigrant population. The most recent and detailed information on Canadian immigrants is used to analyze and evaluate the underlying effects that have contributed to the most recent decline in the economic position of foreign-born persons. Information derived from the Immigration Data Base is used to estimate the quantitative and qualitative effect of incorporating immigrant-specific data into an immigrant earnings model. Results are used to derive conclusions relating to the ability of the Canadian labour market to provide employment for newcomers, the degree of verification of foreign credentials, and trends in the quality and quantity of training services and labour market support
