In vrijwel alle Europese landen zijn de defensie-uitgaven de afgelopen decennia gedaald. Maar financiële input (personeel, materieel, investeringen) is slechts één manier om zicht te krijgen op de prestaties van een krijgsmacht. Om een goed beeld te krijgen is het nodig de verschillende maatstaven in samenhang te bezien. Het gaat dan bijvoorbeeld om de bijdrage die landen leveren aan een militaire operatie, welk percentage inzetbaar is ('througput'), welke percentage daadwerkelijk wordt ingezet ('output') en wat het effect is van de inzet ('outcome'). Omdat het lastig is om de effecten meetbaar te maken, zeker bij lopende operaties, besteden de auteurs hier geen aandacht aan. Wel illustreren ze aan de hand van de andere dimensies dat de Nederlandse landmacht bovengemiddeld presteert

Diverse publicaties brengen naar voren dat de inzet van industrie en kennisinstellingen voor de productie en het onderhoud van defensiematerieel niet alleen militair maar ook economisch van betekenis is voor Nederland. Argumenten die vóór de economische betekenis worden aangevoerd, zijn dat die inzet zou zorgen voor werkgelegenheid en voor innovatie. In dit artikel nemen wij beide argumenten onder de loep. Duidelijk zal worden dat militaire productie onder de huidige arbeidsverhoudingen niet leidt tot extra werkgelegenheid in Nederland; technische arbeidskracht wordt weggetrokken uit de civiele industrie. Indien innovatie leidt tot nieuwe producten of tot export is dit ook vaak het geval. Alleen wanneer innovaties betrekking hebben op de wijze waarop de productie tot stand komt lijken ze van economisch belang voor Nederland. De mate waarin deze vormen van innovatie zich voordoen is echter moeilijk te duiden
