This set reviews the dilemma in Canada to write a new constitution, the series of failures to reach accord between federal and provincial governments, and the increasing bitterness in federal-provincial relations. It includes the federal-provincial meetings of the summer of 1980 and the Liberal decision to partiate the Constitution with an amending formula and a Charter of Rights without provincial agreement. The House of Commons debate on the Charter of rights and the provinces' appeal to the Supreme Court on the constitutionality of the government's actions are included. The Supreme Court's decision that the government's action was legal but that substantial agreement with the provinces would be more desirable led to the federal-provincial conference of Nov. 1981 where an agreement was finally reached, literally overnight. Through interviews with key participants, the sequence of events leading to the breakthrough is reconstructed
