The aftermath of recent Kenyan elections has been marred by violence and an apparent crisis in democratic governance, with the negotiated settlement resulting from the 2007 election bringing into sharp focus longstanding problems of state and society. The broader reform process has involved electoral, judicial and security-sector reforms, among others, which in turn revolve around constitutional reforms. Written by a gathering of eminent specialists, this highly original volume interrogates the roots and impact of the 2010 constitution. It explains why reforms were blocked in the past but were successful this time around, and explores the scope for their implementation in the face of continued resistance by powerful groups. In doing so, the book demonstrates that the Kenyan experience carries significance well past its borders, speaking to debates surrounding social justice and national cohesion across the African continent and beyond

Anders Sjögren is a researcher at the Nordic Africa Institute, Uppsala and in the Department of Political Science, Stockholm University. He has researched and published extensively on Ugandan and Kenyan politics over the last decade. This book is a revised version of his doctoral thesis. State-civil society relations in Africa have during recent decades been transformed in the context of economic liberalisation and state reform. This study explores state-civil society relations in contemporary Uganda, from 1986 to the present, in order to illustrate and explain the scope for and capacity of different social forces to create access to and democratise the state. The study interrogates state-civil society relations under the incumbent National Resistance Movement government as these are expressed through forms of interest representation and conflict regulation in different political arenas. It analyses this problem through an empirical study of the health sector at both national and local levels. Changes in the health regime, the rules and practices that regulate health politics, are analysed by a historical reconstruction of how different health regimes evolved from demands from social forces on the colonial and postcolonial state, in relation to broader patterns of political change. The ruling political coalition from 1986 has promoted a model for capitalist development based on donor-driven economic growth, institutional reform and political monopoly, what is referred to in the study as technocratic governance. Throughout, however, the technocratic tendency has been shaped in relation to the political economy of militarism as a more openly repressive form of authoritarian rule. The study argues that limits to democratisation of state-society relations within the health sector and of Ugandan politics at large are best explained by relations of domination in society, within the state and among external political forces. An underlying industrial problem for the present work is leakage of pressure vessels. Fluid leakage was confirmed to take place along a path of connected microcracks and delaminations. The thesis is concerned with the micromechanisms for microcracking studied by in-situ optical microscopy of cross-ply laminates. The strain at onset of transverse cracking and K, a measure of the slope of crack density versus strain, are important parameters. The role of matrix and interface is emphasized although new light is shed also on the role of micro- and mesolevel residual stresses. Damage initiation and development behavior of glass bead/polypropylene (PP) composites is studied. Thermoelastic finite element analysis demonstrates strong effects on interfacial debond strains from residual thermal strains although the high relaxation rate reduces the problem for PP. Interfacial debonding is also important in the glass fiber composite studies. Previous studies have shown the transverse fatigue behavior in tension-compression to be substantially worse than the behavior in transverse tension. This was demonstrated to be due to debond extension in compression caused by Mode I loading at the crack tip of large debonds. Single fiber composites of different interfacial strengths were also studied. The strong interface system did not fail in any single fiber test (fragmentation test, transverse tension, pullout) which points to a basic problem with these tests for systems with strong adhesion. As this fiber was used in cross-ply laminate tests, substantial improvement was observed in c., whereas K decreased. Similar effects were observed with increased matrix fracture toughness and decreased fiber content. This is because debonding is delayed as well as the subcritical crack growth prior to formation of a crack of critical size. Residual stresses were studied on thin transverse sections of unidirectional glass fiber/vinylester. In transmitted polarized light, distinct optical patterns were observed in densely packed chains of fibers close to isolated matrix regions. In finite element calculation results, the optical patterns associated with these critical mesoscale configurations correspond to regions with large compressive stresses. The finite element calculations were performed on a scanned microstructure image containing 1410 fibers. Despite the complexity and size of this microstructure and short fiber-fiber distances, calculation results were virtually exact for a thermoelastic 3D case. Residual stresses were sufficiently large to result in compressive yielding which may cause the optical effects. Experimental results indicate that glass fiber/vinylester with poor interfacial adhesion (possible in commercial materials, as demonstrated in the thesis) can suffer interfacial debonding due to residual stresses only. With glass fiber/polyester, even short cracks are formed due to microlevel residual stresses. In the near future, high precision stress-state calculations in combination with detailed experimental studies will allow us to solve mesoscale problems of great complexity. This will change some of the current paradigms. For instance, increased confidence in stress-state calculations will lead to the need for improved accuracy in measurements of the constitutive behavior of fibers, matrices and interfaces

How do local power-sharing arrangements affect levels of ethnopolitical hostility? The introduction of decentralisation in contexts previously marked by communal conflict underscores the need to assess local power-sharing mechanisms. However, existing literature on power-sharing has mainly examined national-level arrangements. In this article we contribute to the literature on decentralisation and ethnopolitical conflict by analysing two conflict-affected cases in Kenya. We find that local power sharing in Nakuru made intercommunal relations less hostile than in Uasin Gishu, where no such arrangement was present. The introduction and effects of local power sharing, however, is highly conditioned by national politics
