Scholars have been working on the proliferation question since the detonation of first the atomic bombs in 1945. Yet despite over six decades of fears about the rapid spread of nuclear weapons, only ten states now posses the bomb; and of these only Israel, India, Pakistan, and North Korea developed their weapons after the Treaty for the Nonproliferation of Nuclear Weapons opened for signature in 1968. Nevertheless, numerous states have clandestinely pursued nuclear weapons despite their treaty obligations and the robustness of the nonproliferation norm. What factors prompt some leaders to pursue nuclear weapons, while the vast majority of others choose to rely on the nonproliferation regime, external guarantees, or a combination of the two, for security? To answer this question this study compares nuclear decisionmaking in one state that chose to proliferate - Iran - and a state that did not - Turkey - from the mid-1950s, when they first showed interest in nuclear energy, to the present. To maximize the total number of observations, the study analyzes every nuclear decision made during this period in an attempt to identify the subjective variables influencing decision-makers in both countries. It will be further argued that nuclear decision-making is multi-causal, owing to different conceptions of similar external inputs. As such, nuclear decision-making is country specific, requiring in-depth research to determine the dynamics of proliferation in different countries to determine the reasons why individual states choose to proliferate, compared to the majority that have embraced nonproliferation

Medical and non-medical group mental health approaches are discussed. In the medical approach groups are set up for the treatment of the psychopathology of the members and group therapy or group psychotherapy methods are utilized. The clients are selected by the therapist who determines what kind of group would be most beneficial for the patient. The therapist assumes responsibility for prescribing the treatment and implementing it effectively and safely. Leaders must be qualified as mental health professionals, and have sufficient group training. By contrast non-medical groups supposedly do not deal with psychopathology and instead are concerned with problem solving, self-development, and sensitivity training. Features that distinguish them form medical groups include the establishment of goals other than treatment, no selection of members, no required training for leaders, and a relinquishment for responsibility for possible detrimental effects upon participants. There are many dangers inherent in these conditions and therefore, it is essential that members be screened and selected by leaders, that leaders have necessary training, and that leaders be responsible for protecting clients from undergoing damaging experiences. Abstract : The theoretical limitations and experimental challenges of X-ray angular correlation analysis methods are investigated. Using a combination of simulated data and measurements on challenging meso-cluster samples, prepared using lithography and self-assembly, the primary experimental challenges are explored. Background scattering, data masking and inter-object interference are identified as primary challenges. Strategies to overcome correlation artifacts are presented. Abstract : As self-assembling nanomaterials become more sophisticated, it is becoming increasingly important to measure the structural order of finite-sized assemblies of nano-objects. These mesoscale clusters represent an acute challenge to conventional structural probes, owing to the range of implicated size scales (10 nm to several micrometres), the weak scattering signal and the dynamic nature of meso-clusters in native solution environments. The high X-ray flux and coherence of modern synchrotrons present an opportunity to extract structural information from these challenging systems, but conventional ensemble X-ray scattering averages out crucial information about local particle configurations. Conversely, a single meso-cluster scatters too weakly to recover the full diffraction pattern. Using X-ray angular cross-correlation analysis, it is possible to combine multiple noisy measurements to obtain robust structural information. This paper explores the key theoretical limits and experimental challenges that constrain the application of these methods to probing structural order in real nanomaterials. A metric is presented to quantify the signal-to-noise ratio of angular correlations, and it is used to identify several experimental artifacts that arise. In particular, it is found that background scattering, data masking and inter-cluster interference profoundly affect the quality of correlation analyses. A robust workflow is demonstrated for mitigating these effects and extracting reliable angular correlations from realistic experimental data
