The thesis focuses upon the use of e-learning by learners who are blind. Specifically, the research examined whether they could access and engage in e-learning and, if so, was this on the same basis and of the same quality as sighted learners? The thesis describes the development of a conceptual framework which distinguished between the activities of Â'accessingÂ', Â'usingÂ' and Â'doingÂ' when engaging in e-learning. The framework was combined with cognitive load theory as the underpinning theoretical framework and used as a method of describing and understanding the quality of the learning experience. In the main study it was found that the two groups of learners did have a similar learning experience although it took the learners who were blind approximately twice as long to complete the task as the sighted learners. It is argued that while learners who are blind can access e-learning material, even if it is designed carefully there may be a danger of excluding them from the learning experience. The thesis concludes by linking the findings to legislation in terms of specialist skills for supporting learners who are blind, accessibility and usability of e-learning materials, and funding and availability of specialist education and technology

The Media Center at State Fair Community College and State Fair Area Vocational-Technical School worked to develop a set of individualized/mediated curriculum for use in eight different vocational-technical programs in Missouri. The team developed, produced, evaluated, revised, and duplicated 28 videotape and 10 slide/tape individualized and group instructional modules (including instructor and student guides) dealing with the following program areas: electronics (11 modules), building trades (10 modules), Missouri Vocational Industrial Clubs of America (7 modules), and health for special needs students (10 modules). An additional 24 learning modules were field-tested for use in the following subject areas: auto mechanics (11 modules), machine shop (10 modules), high technology (1 module), and business and office (2 modules). In the opinion of the project advisory committee members who critiqued them, the modules were all either good or excellent and as good as or superior to corresponding commercially produced materials. Information on the modules was disseminated statewide, and the modules themselves were disseminated on a cost recovery basis. In addition, information about the modules and technical assistance was provided to Missouri institutions requesting help in using the materials. (MN)
