The Phonics Demonstration Project was developed through the Ohio Department of Education as a means for introducing systematic, direct phonics instruction in the primary grades. Twenty-one Ohio school districts participated in the program. Initial year evaluation of the project focused on whether systematic, intensive phonics instruction was being integrated in the k-3 curriculum; how useful the phonics program was in developing student literacy growth and independence; whether adequate teacher support was provided for implementing the phonics program; and what student and teacher attitudes were about the phonics program. Findings from a sample of 10 participant schools indicated that systematic, direct phonics instruction was being implemented most consistently in the early primary grades. Instruction in integration and transfer of phonic knowledge across the curriculum was not uniformly delivered throughout participant schools. Preliminary reports indicated that phonics programs which encourage and support integration of phonics with other reading and writing strategies were most successful in promoting reading proficiency and independence. Results also indicated that (1) levels of inservice support differed between programs; (2) additional support was needed for new entrants to the program; (3) most teachers overwhelmingly supported the need for a systematic intensive phonics program; and (4) student attitudes about phonics appeared most positive when teachers creatively applied phonics instruction to promote active student engagement and motivation. Recommendations include: continue support for present programs; augment teacher support in the areas of integration and transfer across the curriculum; continue longitudinal data collection; and analyze data from self-report forms to supplement and extend current analysis of a sample population to an analysis of the entire population of teachers. During the 2000-2001 school year, an 18-month evaluation of Ohio's Phonics Demonstration Program (PDP) was conducted by the same evaluation team that had conducted a similar evaluation in 1997. In addition to evaluating phonics instruction in PDP schools, the evaluation also addressed the preparation of teachers for reading/phonics instruction in Ohio's colleges and universities. The evaluation included quantitative and qualitative data, and the dual foci were on programs and practices in teacher education, and public school programs and practices concerning effective reading/phonics instruction. The Reading Teacher Preparation Inventory (RTPI) was used to assess the degree to which teacher education programs prepare their students to teach reading effectively. The public school programs were addressed through case studies of 12 PDP schools, 6 from each of the cohorts funded in 1997 and 1999. Observation of reading instruction, grades K-2, was conducted in all 12 schools, and student achievement results were collected through 6 different instruments/interviews. In general, information about teacher preparation revealed a wide variation in program effectiveness. Also, data showed that phonics instruction plays a significant role in enhancing reading instruction in the PDP schools. It is generally accepted that phonics is a necessary but not sufficient part of an effective reading and language arts program. It was found that those students who have been in the PDP program the longest had the highest gains in reading proficiency test pass rates. Eighteen appendixes include items such as: Reading Teacher Preparation Inventory; Telephone Interview Script for FY1997 Case Study Schools; Reading Teacher Inventory; Teacher, Principal, and Literacy Coordinator Interview Scripts; Student Interview Questions; and Classroom Environment Checklist for All Schools in the Study. This paper documents renewal efforts between one university's College of Education and Human Services and K-12 partner schools, noting effective collaboration practices. This initiative was evaluated to determine major outcomes. Evaluation procedures were formatted to secure information from archival materials, focus group sessions, and a questionnaire administered to renewal participants. Significant conclusions included: there were consistent conversations regarding the project's 19 postulates; discussions of policy and/or procedural matters occurred; and there was consistent support from school administrators, clinical faculty, university faculty, and interns in the areas of inquiry-based knowledge, commitment to moral, ethical, and enculturating responsibilities of teaching, excellence in teaching, collegial relationships, and scholarly inquiry for better understanding of the aims of education. Several areas of concern focused on evaluating the partnership, the impact of renewal on the professional practice of school administrators, and sharing the change agenda with interns. The paper recommends that project investigators continue developing and identifying common concerns of participants, look for samples of best practice as related to simultaneous renewal, establish plans for short- and long-range renewal efforts, reduce "firefighting" agenda/discussions, and articulate a vision of the "new simultaneous renewal" for all partners.
