Guns and Butter examines the causes and consequences of war from a political economy perspective, taking as its premise that a consideration of the incentives and constraints faced by individuals and groups is paramount in understanding conflict decision making. The chapter authors - leading economists and political scientists - believe that this perspective offers deeper insights into war and peace choices than the standard state-centric approach; and their contributions offer both theoretical and empirical support for the political economy perspective on conflict. Several broad themes cut across the chapters: war as an equilibrium phenomenon rather than an exogenous process; how the interaction of politics, economics, and institutions affects the frequency and severity of conflicts; the cost of fighting; and the often innovative character of conflict. This volume is based on papers delivered at the second CESifo-Delphi Conferences (Munich, November 2003, and Delphi, June 2004), which are jointly organized by CESifo and the Department of International and European Economic Studies of the Athens University of Economics and Business. The CESifo-Delphi Conferences are organized every two years and involve a two-stage process. Following an initial call for abstracts, a number of authors were selected and invited to present their papers at a workshop meeting in Munich. After further refereeing, some of the authors were invited to present (possibly revised) versions of their papers at the final conference meeting in Delphi. Public health care with waiting time : the role of supplementary private health care by Michael Hoel( Book )

We consider an economy where most of the health care is publicly provided, and where there is waiting time for several types of treatments. Private health care without waiting time is an option for the patients in the public health queue. We show that although patients with low waiting costs will choose public treatment, they may be better off with waiting time than without. the reason is that waiting time induces patients with high waiting costs to choose private treatment, thus reducing the cost of public health care that everyone pays for. Even if higher quality (i.e. zero waiting time) can be achieved at no cost, the self-selection induced restribution may imply that it is socially optimal to provide health care publicly and at an inferior quality level. We give a detailed discussion of the circumstances in which it is optimal to have waiting time for public health treatment. Moreover, we study the interaction between this quality decision and the optimal tax/susidy on private health care

The standard literature on working time has modelled the decisions of firms in a deterministic framework in which firms can choose between employment and overtime (given mandated standard hours). Contrary to this approach, we consider the impact of uncertainty and real options on the decision of working time, i.e. we examines the determinants of employment and hours in a stochastic framework.
