The study focuses on secondary education issues, particularly the supply, and demand factors affecting student attainment, and performance. It explores the main challenges resulting from the rapid expansion in secondary education enrolments, in terms of access, equity, quality and financing, and, presents policy options to address them. It is important to note that vocational education, and the issue of curriculum content, are not being addressed, since the Government took the policy of separating technical education from secondary schools, clearly selecting secondary education as the last stage of basic education, and, the definition of secondary education curriculum - which emphasizes basic skills and competencies - is linked to the reform being implemented. The report reviews the access to primary education, which appears not to be a problem, and the growing demand for secondary education. However, completion rates, raises major questions regarding system efficiency. The differences among regions, and socioeconomic groups, address the issue of education equity, particularly the overwhelmingly urban upper secondary education, while determinants of school success focus on the quality of education. Conclusions suggest relevant improvements for public secondary schools, and address financing options for secondary education expansion

We develop a theoretical framework that encompasses four distinct motives for dollarization and discuss appropriate policy responses to help contain dollarization and its attendant risks. "Moral hazard" dollarization provides a clear case for prudential policy activism. However, prudential reform will have only a limited impact on dollarization when the main culprits are fear of floating and lack of monetary credibility. In such cases, a concerted and comprehensive reform agenda, including market-oriented and institutional reforms, would be needed to shift the balance of risks in favor of the domestic currency. While quantitative limits on dollarization could also be used to speed up de-dollarization, risks could be high

Fear of sudden stops : lessons from Australia and Chile by Ricardo J Caballero( Book )

Latin American economies are exposed to substantial external vulnerability. Domestic imbalances and terms of trade shocks are often exacerbated by sudden stops of capital inflow. In this paper we explore ways of overcoming external vulnerability, drawing lessons from a detailed comparison of the response of Chile and Australia to recent external shocks and from Australia's historical experience. We argue that in order to understand sudden stops and the mechanisms to smooth them, it is useful to identify and then distinguish between two inter-related dimensions of investors' confidence: country-trust and currency-trust. Lack of country-trust is a more fundamental and serious problem behind sudden stops. But lack of currency-trust may both be a source of country-trust problems and weaken a country's ability to deal with sudden stops. We discuss steps to improve along these two dimensions of investors' confidence in the medium run, and policies to reduce the impact of country-trust and currency-trust weaknesses in the short run
