When the German army invades Belgrade in 1941, a group of refugees are rescued by the Communist resistance. Marko and Blacky, two resistance fighters and black marketeers leading the fight against the Nazis, decide to enslave the refugees for their own profit, forcing them to manufacture arms for the Yugoslav resistance. Marko and Blacky also share the beautiful Natalja, an actress under the protection of a Nazi officer. In the midst of the German occupation, Marko decides to imprison Blacky and the surviving refugees in the basement of a house in Belgrade, allowing him to take Natalja for himself. While living underground in captivity, the refugees survive, marry and wait for the war to end. In 1945, as World War II winds down, Marko makes a cruel decision; he decides to not tell his captives that the war is ending. Even when peace comes to Yugoslavia, Marko continues to maintain the charade that the world outside the basement is still at war. Unaware that the conflict is over, the survivors continue to labor in their underground factory, and Marko, now operating as an arms dealer, continues to profit from their labor. In 1992 when the refugees and their children finally emerge from the basement, they discover that their country has been devastated by yet another war, and that Yugoslavia has disintegrated into multiple feuding states
