This report details the results of a project aimed at determining how to legally establish a county road in Wyoming. This report covers the laws on this issue from territory days until the present. It consists of a survey, case law, statutory law, federal law, direction and a final desk reference. The survey was conducted in Wyoming and given to county road officials, county commissioners, county attorneys and other entities. The survey showed that there is an issue of roads in Wyoming not being legally established and that not all counties have been establishing roads correctly. The survey also showed that this issue is complex and different issues face each county

The Wyoming Department of Transportation (WYDOT) is in the process of implementing new quality control and quality assurance (QC/QA) specifications for Portland Cement Concrete (PCC). WYDOT specifications require 4.0-7.0% air content in the "in place" concrete. Air content at the point of placement is a major component in determining the payment received by the contractor. Air content, along with other properties, of concrete before and after pumping was measured in 36 construction projects in two phases. Phase I indicated that the air content during pumping is on average a loss of 1.2%. Phase II indicated that sampling methods have a moderate effect on the measured air

The asphaltic plug joints (APJs) are a type of bridge expansion joint that have been promoted as simple general purpose expansion devices for bridges with less than 50 mm (2 in.) total motion. APJs have been developed by trial and error and used when little engineering research existed outlining their complex behavior. To help designers to better understand this behavior and be able to properly apply them, the University of Wyoming has developed engineering-based design guidelines and material specifications. With the material relaxing by viscous flow at about the same rate as the bridge places motion demands on the joint, minimal loads and stresses are created. With these small loads almost no limit on the allowable motion exists from a structural perspective
