The St. Johns River near DeLand (SJRND), Volusia County, has been identified as a potential alternative surface water supply source for east-central Florida. Development of alternative water supply sources is required to avoid projected environmental impacts to regional water resource features, such as springs, isolated wetlands, and lakes, resulting from increased ground water withdrawals. To protect water resource values and quantify safe yields from this reach of the St. Johns River, the St. Johns River Water Management District is currently establishing minimum flows and levels (MFL), as mandated by state water policy. The MFL designates the minimum hydrologic/hydraulic conditions that must be maintained in the river to prevent significant harm to the ecology or water resources of the area resulting from permitted water withdrawals (Section 373.042, F.S.)

The St. Johns River Water Management District (SJRWMD) is currently establishing minimum flows and levels (MFL) as mandated by state water policy (Section 373.042, Florida Statutes). The purpose of this report is to evaluate whether the preliminary MFL established by SJRWMD for the St. Johns River near DeLand will provide protection to the estuarine resources, as required by Rule 62-40.471(1)(c), Florida Administrative Code. SJRWMD used the EFDC model to project the salinity distribution in the Lower St. Johns River (LSJR) for the baseline (or existing) condition, the recommended maximum withdrawal rate as defined by the MFL regime (320-cubic feet per second [cfs]) and two alternative withdrawal schemes (160 and 480 cfs withdrawal limits). Statistical analyses for the four simulated scenarios were performed and comparisons were made to quantify the changes in average salinity regime

In 1975 polychlorinated biphenyl (PCB) contamination was discovered in the Waukegan Harbor area of concern. Soils and sediments were heavily contaminated due to manufacturing activities of Outboard Marine Corporation. By the early 1980s, Outboard Marine Corp. was listed on the National Priorities List, and under the Superfund program a remediation project was begun. In 1992 the Harbor was dredged in order to remove contaminated sediment. This report discusses setting endpoints for measuring progress in the remediation of the harbor
