A gentle, ironic romantic comedy in which the salesgirl and the head clerk of a Budapest leather goods and novelty shop are continually at odds with each other. They are unaware that each is the other's 'lonely hearts' correspondent. A good deal of care was taken in creating the milieu in the studio but the theme is universal - the shop could equally be in Middletown, USA. The most naturalistic of Lubitsch's films marked the beginning of the last phase of his career. The setting's independence from the characters is much stronger than in the earlier films where setting has little meaning apart from the characters

Lubitsch's two political comedies stand the test of time better than say Capra's (Mr Smith Goes to Washington) and Chaplin's (The Great Dictator). At the time of its release To Be Or Not To Be was attacked for its callousness. Ninotchka is often faintly praised for its elegant cynicism. For Lubitsch it is a question of perspective. The Nazis are fools because they crudely confuse theatre with life. In Ninotchka the communists see only 'the masses' to be served through the state. Ninotchka takes herself - her commitment to the Russian people - too seriously. Leon does not take himself seriously enough. He 'teaches' her to laugh and love. She 'teaches' him commitment and self-respect. The political question - communism v. capitalism - is left hanging in the balance
