"The elections of 2006 in Peru are an appropriate moment to reflect on Toledo's term as president and on the broader agenda for building a polity that is more democratic and inclusive. In a country of extreme social inequality, such an aspiration represents an enormous challenge. The sudden collapse of the Fujimori regime, which had dominated Peru for the entirety of the 1990s, provided an opportunity for institutional reform and rebuilding. Toledo's election victory in 2001 seemed to provide this. The impetus proved short-lived, as the new president's popularity sank to unprecedented levels. The public support for Peru's democratic institutions continued to haemorrhage. This collection suggests that the challenges of institutional development run very deep, and are not peculiar to one government in particular. Barack Obama's election as president in 2008 generated widespread hope that the United States was entering a new era whereby government, in a reversal of Ronald Reagan's famous dictum, would be the solution to the nation's manifold problems amid the worst economic downturn since the Great Depression. The Obama election slogan of "Yes We Can" seemed to voice a hope that new leadership would put right what had gone wrong with America. Anticipating a new era of government activism, some commentators read the death rites on "The Age of Reagan," the post-1980 anti-statist trend of American politics. "In January 1966 Colonel Francisco Caamano Deno. President of the Dominican Republic during the C̀onstitutionlist' uprising of April-May 1965 and the subsequent US invasion, was exiled to London. Spending 20 months in the British capital as military attache at the Dominican Embassy, Caamano remained intensely involved in the affairs of his home country, seeking to rally opposition to the US presence and preparing for his own return before secretly flying in October 1967, to Cuba. Six years later, in February 1973, he was to lose his life in a failed attempt to launch a guerrilla war in the mountains west of Santo Domingo. Hitherto little has been known about Caamono's London sojourn, the most important by any Latin American radical leader in the British capital since the visits of Boolivar and San Martin in 1809. This book, using material from people who met Caamano in Britain and a Chapter on the London period by his Dominican biographer Hamlet Herman also presents for the first time, extensive documents from official archives on Caamano's conversations with British and American diplomats. The result is a complex and informative study, at once missing Chapter in the history of the Dominican Republic and more broadly a contribution to the oft forgotten history of the Cold War in the Cribben."--Back cover
