Byzantine Agreement (BA) is one of the most widely studied problems in distributed computing. This paper designs a protocol to achieve an amortized constant number of rounds for repeated Eventual Byzantine Agreement (EBA) that will elect a smaller and smaller council for making BAs on behalf of the others. The paper also introduces a protocol for electing a new council for the simplest case where t equals 1, i.e., there is at most one traitorous general. The council election protocol is generalized to arbitrary t, then the council election protocol with an EBA and Byzantine Firing Squad protocol to obtain a complete solution for repeated instances of BA, and prove correctness is introduced. Some open problems are also included
