Hvordan finne lys, glede og mening med livet etter at den verst tenkelige tragedie rammer? For åtte år siden, midt på lyse dagen, blir barnevognen med lille Isak fjernet utenfor en kafé. Noen minutter senere blir han borte i vannmassene i en elv rett i nærheten og siden aldri funnet. Moren til prøver å gå videre i livet, men mye av henne døde likevel denne skjebnesvangre sommerdagen. Når mannen hennes, Jon, får et brev fra fengselet om at en av de medskyldige, Jan Thomas, har sluppet ut på permisjon, sier han ingenting til kona. 22. juli 2011 er atten år gamle Kaja på Utøya sammen med lillesøsteren og vennene sine. De koser seg på den idylliske øya, men så når nyheten dem om en bombe inne i sentrum. Ungdommene blir sjokkerte, men føler trygghet i at de er langt unna voldshandlingene. Den trygge atmosfæren brytes brutalt og nådeløst da skudd høres. Resten av handlingen er filmet i sanntid, og følger tett på Kaja i hennes kamp for å overleve og finne søsteren som har kommet bort fra henne. Regissør Erik Poppe og manusforfatterne Siv Rajendram Eliassen og Anna Bache-Wiig har tegnet med sylskarp blyant, og gjennom hovedpersonens øyne får vi oppleve kaoset og de grusomme minuttene slik det opplevdes for ungdommene. Historien er laget på bakgrunn av vitneskildringer og kjente fakta, og skapt i tett dialog med flere overlevende, men av respekt for ofrene og deres pårørende er karakterer og enkeltopplevelser oppdiktet.
