In the framework of implementing European Commission’s strategy in the field of rare diseases, the Directorate-General Joint Research Centre (JRC) and the Directorate- General for Health and Food Safety (DG SANTE) signed in December 2013 the Administrative Arrangement (AA) on the ‘Development and Maintenance of the European Platform on Rare Diseases Registration’. One objective of the AA is the transfer of the European-level coordination activities of EUROCAT to the JRC. EUROCAT is a network of 55 population-based registries in 33 countries acting in the epidemiological surveillance of congenital anomalies. It covers one third of the European birth population which corresponds to more than 1.7 million births/ year. The EUROCAT central database contains half a million cases of children with congenital anomalies. This data enables provision of prevalence, prenatal diagnosis and perinatal mortality data, detection of teratogenic exposures among others. It develops recommendations considered for primary prevention in the Rare Diseases National Plans for medicinal drugs, food/nutrition, lifestyle, health services, environmental pollution. These results are highly relevant for European public health and may require public health action. In order to offer a sustainable solution for the continuation of EUROCAT activities, to secure the results of former work and to keep the system functioning, it was agreed that EUROCAT becomes part of the European Platform on Rare Diseases Registration, since the diseases/conditions the network is dealing with belong to the category ‘rare’. This report presents the preparation phase, the negotiations and the procedures carried out for the effective transfer of the EUROCAT Central Registry including the central database and the coordinating activities to the JRC. The different types of activities and the involvement of different services (legal, IT, information security, procurement) in a concerted action are detailed. The establishment of the new JRC-EUROCAT Central Registry (CR) located at the JRC, Directorate F–Health, Consumers and Reference Materials–Health in Society Unit (former Institute for Health and Consumer Protection–Public Health Policy Support Unit) since 1st of January 2015 corresponds to the ‘data repository’ function of the Rare Diseases Platform. The CR activities including collection of data from the registries, data management, communication with the registries, production of dissemination materials, management of the website are described. In addition, the role and functioning of the new joint JRC-EUROCAT Management Committee and JRC’s role in supporting also other activities of the network (meetings of Registry Leaders, Coding Committee, Working Groups, etc.) are presented. The accomplishment of the transfer is a milestone in the development of the European Platform on Rare Diseases Registration

Psychological symptomatology and impaired prepulse inhibition of the startle reflex are associated with cannabis-induced psychosis( )

Background: Cannabis-induced psychotic disorder (CIPD) is a psychiatric disorder induced by cannabis consumption. The psychological and psychophysiological features of this disorder are still unknown. We aimed to examine the psychological, personality and psychophysiological features of patients with CIPD. This study is an analytical extension of our previously published data, which previously found prepulse inhibition (PPI) deficits in the CIPD group used in this current paper. Methods: We used a sample of 45 patients with CIPD. After 9 months of follow up, these patients were assessed with a Symptom Checklist-90-R (SCL-90-R) questionnaire of psychopathology, with the Eysenck Personality Questionnaire, and with a psychophysiological paradigm of inhibition of the startle reflex (PPI). These results were compared with a group of patients with schizophrenia and cannabis abuse (SCHZ) (n = 54); patients with cannabis dependence (CD) (n = 21); and healthy controls (n = 50). Results: CIPD patients obtained significant higher scores in the SCL-90-R subscale of neuroticism. These patients showed PPI percentages similar to SCHZ patients within early attentional levels (30 ms). The variables with greater correlation, and that appeared in the CIPD group were interpersonal sensitivity, depression and phobia. Conclusions: Neurotic symptomatology and difficulties in inhibition of the startle reflex might be risk factors for developing CIPD

SCPE is a network of population-based registries for the surveillance of cerebral palsy (CP) active since 1998. Currently it has 31 members in 23 EU/EFTA countries, out of which 23 members are actively providing data to the JRC-SCPE Central Registry. SCPE promotes quality and harmonization of CP definition/description, develops collaborative epidemiological and clinical research about CP, disseminates knowledge for patients, health care professionals and key stakeholders, develops best practice in monitoring trends in CP and raises standards of equitable care for people with CP. All this improves outcomes for individuals with CP. Dissemination of this evidence-based information to policy makers is helpful to facilitate provision of appropriate, accessible, cost-effective care management programmes aimed to improve the quality of life for children and young people with CP and for their caregivers. In order to offer a sustainable solution for the continuation of the SCPE activities, to secure the results of former work and to keep the network functioning, it was agreed that SCPE becomes part of the European Platform for Rare Diseases Registration being developed at the JRC, since the diseases/conditions it deals with belong to the category ‘rare’.
