The Soviet military doctrinal writings concerning war initiation emphasize the value of preemptive attacks in force carried through to the complete defeat of the enemy. The question is, 'Would this military doctrine agree with the desires of their political leadership as they contemplated the imminent initiation of a war?' An examination of the histories of the various Soviet political leaders reveals a recurrent pattern. A dominent leader is replaced by a small group of collegial successors which, in turn, devolves into an intense competition ending only when one competitor has clearly established dominance. In the dominant leader phase, and in the early days of the collegial competition phase, the aspirants to the top position attempt to enhance their power by building and maintaining a coterie of proteges, at their opponents' expense

"This Note describes the procedures, appropriate uses, and limitations of the free-form game. It discusses free-form gaming as a procedure for organized study of the complex problems entailed in confrontations and crises, whether between nations or within organizations. The author suggests that to be useful, a study game must have a substantively informed design and playing teams whose members, in combination, bring knowledge of the issues and processes being simulated into the exercise. Free-form games have a number of limitations: They cannot adequately represent the multiple and diverse staff and systems operations that go on in "real life" national crises; they rarely can be used to cover a simulated crisis from beginning to end; and they do not lend themselves to detailed and mechanically rigorous comparative analysis across several games."--Rand abstract

Strategic warning may be viewed as contingently predicting an imminent, significant escalation of a confrontation. Warning of an imminent Soviet strategic nuclear attack is one of a large set of possible escalations, although of unique consequence. Confrontations and conflict may be characterized as a series of escalations and de-escalations by one or both sides, involving some six factors that cover the participants, the locale, the degree of superpower involvements, the superpower declaratory policies, the types of weapons in use, and the targets of the military violence. By locating these variables on each of these ladders at every juncture in a confrontation, the warning analyst can identify the various steps open to the enemy
