Zusammen mit drei Freunden beginnt der Offiziersanwärter Teichmann 1940 seinen Dienst auf einem deutschen Minensucher. Als das Boot mitsamt der Flottille im Ärmelkanal versenkt wird, rettet Teichmann das Leben des schwer verwundeten Flottillenchefs Wegener, in dessen hübsche Frau Edith er unglücklich verliebt ist. Der erblindete Wegener ist nun völlig auf seine Frau angewiesen. Desillusioniert über seine aussichtslose Liebe setzt Teichmann seinen Dienst auf einem U-Boot fort, auf dem Wegeners Jugendfreund Lüttke das Kommando führt. Als Lüttke mitbekommt, dass Teichmann und Edith sich offenbar füreinander interessieren, muss der junge Offizier allerhand Schikanen erdulden, bis er sich den Respekt des Kommandanten erwirbt. "Haie und kleine Fische" ist ein technisch aufwändiger, realistischer Kriegsfilm, der die Klischees des Genres zu Gunsten genauer Charakterstudien meidet.
