The issuance of industrial revenue bonds for the purpose of encouraging and stimulating the economic welfare and prosperity of a particular county is an appropriate matter of local legislation and a permissible exercise of the county's home rule power which may be accomplished by ordinary resolution, with one exception. A county's issuance of bonds for hospital purposes may be accomplished only by charter resolution to the extent that the resolution authorizing bonds for such purposes is "contrary to an act of the legislature which is applicable" to such county under provisions of K.S.A. 19-1801 e̲t̲ s̲e̲q̲

"The County Clerk must annually make up tax rolls which contain a correct and pertinent description of each parcel of real estate. Each parcel is then appraised uniformally and equally at its fair market value in money and then assessed at 30% thereof. If an exempt body buys real estate or an interest therein, such as an easement, the County Clerk must insist that the exempt body obtain an order from the State Board of Tax Appeals declaring that property or interest therein to be exempt from taxation. A copy of such order is filed by the exempt body with the County Clerk, who then enters the property, or interest therein, in the exempt property record, the reason for the exemption, and the fair market value of such property or interest exempted."

The Kansas open records act (KORA) generally requires all public records to be open unless a specific law applies to that record in such a way as to require or allow closure of the public record in question. Whether or not a specific document fits the definition of a public record, or is subject to closure under a specific law, is a fact question which must be answered on a case by case basis.
