How does public policy affect the art market? Two tenets of current arts funding policy are rotation of decision makers and diversity in their aesthetic viewpoint, ethnicity, gender, etc. Pluralistic representation on funding panels is reflected in pluralism among grantees. Owing to high honorific value, NEA grants can be effectively leveraged to help grantees break traditional patterns of aesthetic domination and establish a pluralistic art market. The simultaneous validation and coexistence of divergent art styles has also contributed to stylistic pluralism within discrete works of art (Judith Balfe 1982)
