As the program opens, Peepers is dismissing his class early; the children are too keyed up about the parade today honoring Jefferson Jr. High's most distinguished alumnus, Senator Malcolm H. MacDonald. Peepers enumerates his accomplishments for the students including his work on the Soybean Irrigation Project. The students have created a scroll copying the style of a 15th-century illuminated manuscript and containing 478 signatures and the Senator's name. Nancy says Peepers should present the scroll since he is an ardent fan. Peepers misses the parade in order to write a speech. Mrs. Gurney and the glee club practice. The Senator comes in and Peepers is not there yet. He's having trouble rolling up the scroll. The Senator addresses the children and leaves without receiving the scroll. In the Senator's hotel room, the Senator is planning some televised remarks and indicates that he needs to spend a week talking to his constituents in order to localize the remarks. Peepers knocks at the door. The Senator engages him in conversation and Robinson remarks that many bright students can't go to college for economic reasons. Then Peepers is asked to answer the phone for the Senator, and it is No. 10 Downing Street on the line with an urgent message concerning neo-Nazis. Peepers leaves, forgetting to present the scroll. Robinson and Nancy watch the Senator on television. He talks about the visit from Peepers, the scroll, and what Peepers said about college education. He asks that the town take the $5000 they intended to spend on a bronze bust of him in the town square and use it instead as a scholarship fund, to which he will contribute an additional $5000
