The late Paul Jacobs was a reporter who had been investigating the high incidence of cancer in a community in southern Utah, not far from the atomic test sites in Nevada. Following up an initial suggestion made by Dr. Linus Pauling, he spent some 20 years uncovering various examples of negligence and subsequent attempts to cover up the evidence on the part of the authorities, notably the way in which soldiers had been exposed to radiation in the early fifties. The film examines the evidence and goes on to present instances of exposure to low-level radiation in other areas. It traces Jacobs' findings, interviews both ordinary people and some of the experts involved, and talks to Jacobs about his attempts to bring the issue into the open. Paul Jacobs died in January, 1978. He was the victim of lung cancer, possibly contracted during his visits to the Nevada test sites.
