This research takes place in the context of the knowledge society and the nowadays need for lifelong learning and professional development. It deals with the different effects and uses of ICT in university pedagogy in general and the Algerian University in particular.Indeed, the Algerian higher education is undergoing an unprecedented modernization process with two important reforms : on the one hand, the implementation of the 2004 Bologna process and on the other hand, the challenge of the traditional practices' evolution towards the use of digital technologies. The challenge for Algeria to strengthen its higher education system using these technologies to meet the triple challenge: respond to the annual increase of student enrolment, consolidate the professional training of the teachers, and finally, facilitate access to distance learning in particular for people living remotely from academic institutions.After a literature review of the Algerian education system and the different perceptions of digital technologies in sociology and pedagogy, we tried to understand and analyse the place of such tools in the Algerian university. This exploratory research aims at describing, How the use of digital technologies achieve the pedagogic innovation in Algerian universities? In order to address this problematic, we opted for the qualitative method through an inductive approach. We focused on the interpretation of the actors involved in the process of educational innovation in Algerian universities. To this end, we have conducted through a four years period from 2015 to 2019, semi-structured interviews of the main actors in the field, project promoters and senior managers.The study shows a low use of digital technologies for learning purposes, due to the lack of involvement on the one hand, and on the other hand, to the resistance to change among some teachers. At the same time, our results reveal the effect of the pilot digital training adapted to newly recruited teachers for pedagogical innovation and the availability of higher level of technological infrastructures at the academic institutions.Our research aims at shedding light on the pedagogic innovation and the strategic choice in the organization of the digital scheme for learning in Algerian universities, despite the difficulties of adoption and use of digital technologies

Jacqueline Gozlan - qui a quitté l'Algérie avec ses parents en 1961 - retrace avec nostalgie l'histoire de la Cinémathèque d'Alger, indissociable de celle de l'Indépendance du pays, à travers des extraits de films et de nombreux témoignages ; notamment celui de l'un de ses créateurs, Jean-Michel Arnold, mais aussi de cinéastes tel Merzak Allouache et de critiques tel Jean Douchet. Lieu de vie pour les Algérois, la Cinémathèque fut la plaque tournante des cinémas d'Afrique. Créée en 1965 par Ahmed Hocine, Mahieddine Moussaoui et Jean-Michel Arnold, la Cinémathèque profite de l'effervescence de l'Indépendance. Tout semble alors possible, et Arnold, disciple de Langlois, propose des rétrospectives complètes et fait venir réalisateurs et critiques. La Cinémathèque devient un lieu de rencontres pour la société algéroise, les futurs cinéastes y trouvent leur meilleure école. En 1969, le Festival Panafricain d'Alger réunit tous les cinéastes d'Afrique, et à partir de 1970, Boudjemâa Kareche développe une collection de films arabes et africains. La Cinémathèque rend compte de la vivacité d'un cinéma algérien qui questionne son époque, de l'émancipation des femmes dans Le Charbonnier de Mohamed Bouamari (1973), au désœuvrement des jeunes hommes dans Omar Gatlato de Merzak Allouache (1976). Dans les années 1990, les attentats touchent les lieux culturels et la peur sonne le glas de la liberté : la Cinémathèque périclite, et avec elle tout le cinéma algérien. Communication publique et territoriale et valorisation des patrimoines algériens : Le cas de Batna by Fadia Hannachi( )

This thesis deals with the role of public and territorial communication in the promotion of the Algerian heritage. The objectives are multiple. It is first of all a question of understanding what a heritage valuation in Algeria is. Next, describe the forms and intentions of communication that accompany it. Afterwards, we give the floor to the actors of the territory of the province of Batna to update the process of valuing their built heritage. This thesis is part of the work carried out in information and communication sciences following Jean Davallon and that of the collective Languages, Objects, Territories and Hospitality (LOTH) on the enhancement and preservation of natural, material heritage and intangible in the Maghreb. The methodological approach comprises three stages. The first consists of an exploration of the 19 classified sites of this wilaya ; this allowed us to assess its heritage and tourism potential, on the one hand, to rank the heritage sites already integrated in a heritage process and, on the other hand, to think about the communicational enhancement of sites that are little known or left in the dark abandonment. The second stage involves collecting data through interviews with the local actors concerned in the province of Batna, directly or indirectly concerned with questions of heritage enhancement. It also involved identifying and categorizing the stakeholders involved. This was supplemented by a collection of documentary data linked to heritage valuations. The third step is a questionnaire survey of visitors to historic sites in the province of Batna. This allowed us to build our problem around three key elements : the lack of heritage culture of the population and the lack of concern for its promotion in connection with a possible " cultural identity ", and finally, measure the needs and demands in terms of public and territorial communication. More generally, the results show that Batna's rich heritage is badly exploited. Some sites are abandoned and / or insecure and participate only weakly in local dynamics, especially tourism. Local communication around this heritage remains very limited, despite its importance and value, and comes up against bureaucratic mechanisms. In short, it is always a centralization of heritage policy at the level of the line ministries and, with it, a prioritization of social demands in terms of culture in an institutional or advertising communication. In fact, the public authorities are more in the perspective of promoting a rewarding public image than creating exchanges with the public and the population. At the level of civil society actors, the results show a lack of consideration of community work as well as poor coordination and communication with official bodies, this with a lack of means and funding. For the population, there is a hierarchy of needs. Societal needs take precedence over leisure and cultural outings or habits. This research shows that the development of Batna's heritage resources will be able to participate in long-term territorial development. That it would require a public and territorial communication adapted to the local reality which allows as much the participation of the local actors of the civil society as that of the population to answer the specific challenges of a patrimonial valorization of this territory
