The Vegetation Resources Inventory (VRI) undertaken by the Resources Inventory Branch of the B.C. Ministry of Forests is designed to provide good estimates of the forest estate for its main clients: Timber Supply Branch, the forest districts and the regions. The data collection has two phases. Phase I is the photo interpretation phase which consists of polygon delineation and estimation of many polygon parameters including area, species composition, basal area (BA), trees per hectare (TPH), age, height, and site index (SI). Phase II is the ground sampling phase and consists of placing ground sample plots (each consisting of a 5 plot cluster) in a subset of the Phase I polygons and estimating the same variables (except area) as well as the size distributions and various volumes. These two phases are each compiled to describe the polygons. The VRI adjustment consists of using the unbiased Phase II estimates and the biased Phase I census to produce unbiased inventory unit estimates. These unbiased estimates are then distributed to the polygons. Although the adjustment process is often thought of as "adjusting the Phase I estimates" it also includes using the Phase II data to adjust some attributes not estimated in Phase I, notably volume. This report outlines general VRI adjustment procedures. Three algorithms are presented 1) adjustment by leading species group (ADJLS), 2) adjustment by leading species group subject to an overall constraint (ADJCONST), and 3) sequential balancing (ADJSQB). Although the first two algorithms do not satisfy the requirement of unbiased species level estimates for the population, they have historic interest and are presented here for comparison

The Ministry of Forests and Range has developed a business plan to ensure the successful implementation of the Vegetation Resources Inventory (VRI) ground sampling and photo interpretation projects. The VRI is carried out in two phases. Phase I, the photo interpretation phase, involves estimating vegetation polygon characteristics from existing information, aerial photography, or other sources. No sampling is done in Phase I. It identifies the target areas for the new photo interpretation, fieldwork, aerial photography, format of base files and project scheduling. This document discusses the VRI process and planning as well as the state of the current inventory.
