This report documents the results of cultural resources survey program conducted on White Sands Missile Range and Bureau of Land Management land in New Mexico. Results of an associated monitoring program are also included. The survey was carried out over 225 sq km (87 sq mi) in the southern Tularosa Basin of south-central New Mexico to facilitate compliance for the U.S. Army Readiness Command Border Star 85 military exercises. The primary objectives of the survey were to conduct a systematic sample survey of selected staging areas to obtain information about the cultural resources, which could be used to evaluate the potential eligibility of these resources for inclusion in the National Register of Historic Places. Fieldwork was carried out in two phases. Phase I, involved a systematic 6% sample inventory of 225 sq km. Phase II entailed an intensive survey and infield analysis of all features and artifacts for 6 sample quadrants encompassing 1.26 sq km. In all, a total of 1839 archeological site locations ranging in age from Paleoindian to Historic were located

Throughout November and December 2003 and January 2004, Walcoff Technologies conducted an intensive archaeological survey for portions of an existing powerline on White Sands Missile Range and Fort Bliss (13 miles on White Sands Missile Range and 10 miles on Fort Bliss). The project area covers approximately 278 acres in Doña Ana and Otero Counties. On White Sands Missile Range three new archaeological sites (LA 143,286, LA 143,287, and LA 143,288) and 41 isolated occurrences were recorded. Seventeen previously recorded sites were revisited (LA 16268; LA 51223; LA 62695; LA 62696; LA 62706; LA 63186; LA 63283; LA 62384; LA 63285; LA 63287; LA 70279; LA 70281; LA 117,502; LA 127,315; LA 127,317; LA 127,318; and LA 127,319). On Fort Bliss three previously recorded sites were revisited (LA 91055; LA 92320; and LA 93605). Many of these site [sic] are considered eligible for inclusion in the National Register of Historic Places under criterion (d). It is recommended that project activity in the vicinity of these sites be kept to the existing powerline access road. All brush clearing should be done by hand and an archaeologist should be present to monitor this activity. Provided these provisions are met, it is recommended that project activity be allowed to proceed as currently planned

This report provides a synopsis and summary of the cultural resource investigations and recommendations are given for completing the cultural resource compliance-related activity within the Project Area in Plaquemines Parish, Louisiana. Topics include 1) environmental characteristics of the Project Area, including geology, geomorphology, climate, flora, fauna, the region's prehistory and history. Since 1973, 31 cultural resource surveys have been completed in the Project Area. These surveys have recorded 80 archeological sites. Forty of these sites will be directly or indirectly affected by land altering activities associated with the New Orleans to Venice Hurricane Protection Project. Of the 40, three sites are currently listed as National Historic Landmarks. An additional four of the 40 sites affected by the project are eligible for inclusion in the National Register of Historic Places. Archeology. (edc)
