This guide is offered primarily to public service managers to help them meet the challenges of effective public consultation. The first chapter discusses the changing relationship between Canadians and their governments, and situates public consultation as one of several tools to serve that relationship. Chapter 2 covers the meaning of public consultation in the present Canadian context, setting out principles and guidelines for effective consultation. Some measures of success are also presented. Chapter 3 offers four different frameworks or models for public consultation: conceptual, strategic, planning, and process frameworks. Chapter 4 develops the process framework in detail, with an annotated checklist of phases and activities. Appendices include an inventory of activities, techniques, and mechanisms that can be used in specific consultation initiatives, as well as a checklist based on the process framework in chapter 4
