This assessment component of the California New Teacher Project consists of the development and pilot testing of innovative forms of new teacher assessment. The evaluation of diverse approaches to teacher assessments is intended to identify the most promising ways in which a comprehensive assessment of teacher candidates could inform the certification process and contribute to the quality of teaching. The introduction to this document presents a review of literature on new teachers, focusing on the incompleteness of preservice training, problems of new teachers, and differences between novice and expert teachers. Specific contributions of the spring 1989 round of pilot testing are discussed. The purpose of the pilot testing was to examine in California the functioning of several assessment instruments which are considered to be promising exemplars of innovative assessment approaches. The evaluation of the various components of these instruments (E.G., logistical requirements, prompt materials, scoring criteria, training exercises for assessors) was intended to provide information concerning the strengths and limitations of the assessment approaches which specific instruments represented. This final report and analysis of the pilot test administration describes each of the instruments, and the ease of administration, scoring, content and format, costs, and technical qualities. (Jd)

This paper describes the development, operations, and effectiveness of the Principals' Computer Network (PCN)--an experimental program created (1) to allow principals to use their schools' microcomputers to access other principals' solutions to common instructional management problems; (2) to enable principals to request suggestions from their peers on specific problems; (3) to provide a network for sharing successful strategies and programs; and (4) to allow principals to expand their computer skills in a way directly relevant to their administrative roles. Online for an 11-week test period in the spring of 1985, the PCN included the following components: a bulletin board for general announcements; elementary and secondary education features boards, containing information from the "Principals' Yellow Pages"; an electronic mail system for private correspondence; news updates on the latest PCN developments; and a list of all PCN users with their personal and general system statistics. A survey of 38 participating principals showed that the electronic network system can stimulate information exchange among principals. Brevity of the operations period was the biggest drawback; and introducing the program in late spring, a busy time, prevented the full participation of many principals. Principals need more time to learn the system and need access to a home computer for evening and weekend use. (IW)

This framework defines a vision of the knowledge, skills, and abilities that should characterize California's beginning teachers in their initial years of service. Discussion and development of the framework are part of the California New Teacher Project, a pilot study of policy alternatives to enhance the success of novice teachers. Following a description of several qualities of teaching that are part of the new vision for the profession (a developmental view, a holistic vision, and diversity of teaching in California), the framework is organized in two parts: subject matter constructs and pedagogical constructs. The essence of the framework, is a set of six domains and subdomains that represent the knowledge, skills, and abilities of California teachers: (1) demonstrating knowledge of the teacher's content area(s); (2) planning and designing instruction; (3) organizing and managing the classroom; (4) delivering instruction to all students; (5) diagnosing and evaluating student learning; and (6) participating in or creating a learning community. Each domain or subdomain is broken down into more specific constructs with examples of indicators at both beginning teacher and expert teacher levels that are intended to communicate the meaning of the constructs. This report summarizes conclusions from previous reports and makes explicit comparisons between assessment approaches. The report is organized in four sections under the headings: Design, Content Analysis, Costs, and Analysis of Technical Quality. The first section (Design) describes salient characteristics of each assessment approach, the instruments pilot tested, and the type of teaching skill evaluated by each instrument. Section 2 (Content Analysis) uses previous analyses and experiences to draw conclusions about the congruence of assessment instruments with State Policy documents and about the ability of each assessment approach to assess specific domains of a teacher's knowledge and skills. The third section (Costs) presents an overview of the administrative complexity and of the scoring complexity of each approach. Cost estimates for administration are provided and the degree of developmental work needed is discussed. The fourth section analyzes the technical quality of the assessment approaches chosen and the appropriateness of each approach for diverse potential uses (licensure/certification, hiring and retention, and professional development). The conclusions of the study indicate that there is no one best assessment approach. The choice of the optimal assessment approach depends on the skills to be assessed and the purpose for which the information is to be used. If a broad examination of teaching competence is desired, then a combination of approaches is necessary. Ten tables are included in the report. (Contains 25 references.)
