Strategic Highway Research Program (SHRP) Protocol 46, "Resilient Modulus of Unbound Granular Base/Subbase Materials and Subgrade Soils", was the specified procedure for laboratories performing resilient modulus test on research samples of unbound cohesive subgrade soil obtained from Long-Term Pavement Performance (LTPP) field sites. P46 requires a test system that includes a triaxial pressure cell component, a closed loop electro-hydraulic repeated load component, and certain load and specimen response control, measurement, and recording components. Two elements of P46 testing were particularly important: verification that the system was calibrated and yielding reasonable results and a practical means of performing quality checks on a daily or more frequent basis. A set of three synthetic reference samples was acquired, instructions for testing were prepared, and the set was circulated to 14 LTPP laboratories for testing. This manual was developed to provide a uniform basis for collection of distress data during long-term performance monitoring of in-service pavement sections by the Strategic Highway Research Program (SHRP) Long-Term Pavement Performance (LTPP) Program. In general, pavement distress surveys are taken within single traffic lane test sections, 500 ft (152.4 m) in length. It is expected that the distress identification herein will be adopted by highway agencies in this country and abroad, so that the resulting data bases will offer broad opportunities for consistent evaluation and understanding of pavement performance. Three basic pavement types are included: (1) asphalt concrete-surfaced; (2) jointed (plain and reinforced) concrete; and (3) continuously reinforced concrete. Each distress type is described, along with the associated severity levels and methods of measurement. In addition, photographs of typical distress conditions are provided to aid in identifying distress and quantifying its severity

This report presents information on the anti-icing experiments of nine state highway agencies conducted during the winters of 1991-92 and 1992-93. These tests were used to develop a better understanding of both the conditions under which anti-icing will be effective and how to conduct anti-icing efficiently to ensure the greatest success. Prewetted salt and liquid chemicals were used during the anti-icing experiments. The project also involved evaluating specialized equipment for applying controlled quantities of various chemicals at minimum application rates. Limited field tests were conducted with some Department of Transportation spreaders to determine important variables associated with evaluating spreader application rates and distribution patterns. An American testing protocol for evaluating winter maintenance spreaders was developed and is proposed. A limited cost-benefit analysis was performed, comparing anti-icing effectiveness with deicing operations. The report also contains a preliminary manual of practice for an anti-icing treatment program. Meteorological criteria and support items important for anti-icing operations at potential test sites are provided as well

Part I of this report is a synthesis of knowledge of mechanisms of damage to concrete by alkali-silica reactivity. The details of the alkali silica reaction are discussed, and it is noted that the process is complicated by the effects of drying and growth of shrinkage cracks in exposed surfaces. The presence of chloride salts accelerates alkali-silica reactions. Formation of Friedel's salt and other complex chloride containing salts complicates test results. Part II of the report identifies 10 specific gaps in knowledege of alkali-silica reactions in concrete that limit the ability to control these reactions or to predict performance of concrete with reactive aggregates. These involve rapid and reliable test methods; moisture conditions in highway structures; effects of salts, role of sulfate reactions accompanying expansions caused by reactivity; measurement of aggregate reactivities; effect of restraint on kinetics; mechanisms by which pozzolans prevent expansion; test methods and specifications for pozzolans; and inhibition of reactivity by chemical agents

One of the primary objectives of the Strategic Highway Research Program Long Term Pavement Performance (SHRP-LTPP) studies is to improve the ability of highway engineers to design new and overlaid pavement structures. The specific analyses discussed in this report were aimed at evaluation of the American Association of State Highway and Transportation Officials (AASHTO) pavement design equations (for both new and overlaid pavements). Initial analyses confirm that although improvements have been made to the AASHTO design equations over the years, the equations still do not fully explain data from North American pavements. Recommendations for the improvement of the design equations are provided; however, the highway community at large supports replacing the limited equations with a comprehensive design system that considers all distress types
