The situation in Iraq is grave and deteriorating. There is no path that can guarantee success, hut the prospects can he improved. In this report, we make a number of recommendations for actions to he taken in Iraq, the United States, and the region. Our most important recommendations call for new and enhanced diplomatic and political efforts in Iraq and the region, and a change in the primary mission of U.S. forces in Iraq that will enable the United States to begin to move its combat forces out of Iraq responsibly. VVe believe that these two recommendations are equally important and reinforce one another. If they are effectively implemented, and if the Iraqi government moves forward with national reconciliation, Iraqis will have an opportunity for a better future, terrorism will he dealt a blow, stability will be enhanced in an important part of the world, and America's credibility, interests, and values will be protected. The challenges in Iraq are complex. Violence is increasing in scope and lethality. It is fed by a Sunni Arab insurgency, Shiite militias and death squads, al Qaeda, and widespread criminality. Sectarian conflict is the principal challenge to stability. The Iraqi people have a democratically elected government, yet it is not adequately advancing national reconciliation, providing basic security, or delivering essential services. Pessimism is pervasive. If the situation continues to deteriorate, the consequences could be severe. A slide toward chaos could trigger the collapse of Iraq's government and a humanitarian catastrophe. Neighboring countries could intervene. Sunni-Shia clashes could spread. Al Qaeda could win a propaganda victory and expand its base of operations. The global standing of the United States could be diminished. Americans could become more polarized. The United States has played a leading role in transforming the international system over the past sixty-five years. Working with like-minded nations, the United States has created a safer, more stable, and more prosperous world for the American people, our allies, and our partners around the globe than existed prior to World War II. Over the last decade, we have undertaken extended operations in Iraq and Afghanistan to bring stability to those countries and secure our interests. As we responsibly draw down from these two operations, take steps to protect our nation's economic vitality, and protect our interests in a world of accelerating change, we face an inflection point. This merited an assessment of the U.S. defense strategy in light of the changing geopolitical environment and our changing fiscal circumstances. This assessment reflects the President's strategic direction to the Department and was deeply informed by the Department's civilian and military leadership, including the Joint Chiefs of Staff, the Secretaries of the Military Departments, and the Combatant Commanders. Out of the assessment we developed a defense strategy that transitions our Defense enterprise from an emphasis on today's wars to preparing for future challenges, protects the broad range of U.S. national security interests, advances the Department's efforts to rebalance and reform, and supports the national security imperative of deficit reduction through a lower level of defense spending. This strategic guidance document describes the projected security environment and the key military missions for which the Department of Defense (DoD) will prepare. It is intended as a blueprint for the Joint Force in 2020, providing a set of precepts that will help guide decisions regarding the size and shape of the force over subsequent program and budget cycles, and highlighting some of the strategic risks that may be associated with the proposed strategy

This report by the Chairman of the Committee on the Budget of the U.S. House of Representatives presents the conclusions of an effort by the committee to outline a possible long-term budget strategy which will take the nation into the 21st century. Between June and December, 1991, the Committee held 16 hearings, 14 caucuses, and 10 briefings in which it conducted an extensive review of the nation's economy, long-term problems in the society, and the status of the budget deficit and the 1990 Budget Agreement. After presenting some background information that summarizes the status of the economy, the deficit and the Budget Agreement the report offers specific policy initiatives designed to restore confidence in the economy and government. Specifically, the program put forth contains the following elements: (1) streamlining and improving management of the Executive and Legislative branches to better serve the American people and formulate and carry out responses to national problems; (2) dramatic reductions in budget deficits over the next decade to below 0.5 percent of gross national product--GNP (compared to the current 6 percent), or preferably a balanced budget in order to free up the nation's resources for more productive private and public investments; and (3) targeted investments in programs chosen specifically to address the most serious long term threats to the nation's economic and social health. Following the chairman's report, additional views are offered by Representative Willis D. Gradison, Jr., the ranking Republican on the Budget Committee. (DB)
