Test pavements were constructed in four districts in the mid-1980s to assess the effectiveness of asphalt additives in reducing cracking and rutting in asphalt concrete pavements. Field trials were built in Districts 1, 2, 19, and 21 and their performance has been evaluated. Ride quality of all pavements has proven approximately equivalent and satisfactory. Test pavements in District 19 were cored and the cores were tested in the laboratory. Testing consisted of recovering asphalt to measure penetration and viscosity as well as Hveem and Marshall stability, indirect tension, resilient modulus at five temperatures, moisture susceptibility, creep, and permanent deformation

The Texas Department of Transportation (TxDOT) is presently using a performance-based specification for hot-mix asphalt concrete pavement. There is a strong interest in determining if other construction items can be converted into this type of specification. The purpose of this report covering the initial phase of the study is to review the experiences of a large number of key states believed to be using these types of specifications, and to review the TxDOT standard specifications in order to recommend candidates for development. Of the nineteen states cooperating in the survey, the majority were willing to provide copies of their specifications to us. Nine have been received so far. Based upon the information developed from these reviews, 13 items have been recommended for consideration by the Department. Based on the action of the Department, the authors will proceed to develop draft specifications for the selected items

The objective of this research is to use publicly available data to develop predictive models for transport mode and Mexican destination decisions for shipments from various U.S. regions. Aggregate logit models have been calibrated for three commodities: machinery, electronics, and automobiles. A profile of Mexico and its industries is presented along with a review of past efforts in freight demand forecasting. The data set of aggregate shipments used in the model estimation is comprised of origin, destination, commodity type, mode of transport across the border, and value. Destination attributes, such as population, employment, number of firms in the industry, and number of shippers and warehouses, are also included

Effective transportation planning for the 1,230-mile (1,980-km) long Texas-Mexico border must take into account not only the unique characteristics of a binational environment, but also the possible impacts of the North American Free Trade Agreement (NAFTA). Accordingly, this study developed two complementary concepts useful in such binational transportation planning: sector analysis and super-crossing. Sector analysis--a concept based on major traffic diversion areas--provides aggregated revenue and/or demand estimates that address regional (as against site-specific) transportation planning issues. The super-crossing concept, developed to address post-NAFTA commercial traffic, is based on Intermodal Surface Transportation Efficiency Act (ISTEA) guidelines intended to foster multi- and intermodal facilities. Both concepts are fully described in this report. Additionally, border transportation planning and the implementation of sector analysis methodology require, in turn, assessments of traffic flow patterns and of post-NAFTA socioeconomic indicators. Thus, NAFTA socioeconomic impacts and origin and destination patterns are included as study objectives, both of which are fully documented in this report

The overall southbound vehicle count grew at an annual rate of approximately 2.5 percent, while five-axle tractor semitrailer trucks, the dominant truck class, increased in number about 6 percent each year. This suggests that traffic load forecasts should consider separately the respective growth rate for each vehicle class (by axle arrangement and axle-load frequency distribution) as the axles on each vehicle class cause different -- often disproportionate -- amounts of pavement damage

Economic growth along the Texas-Mexico border has prompted new concerns regarding the adequacy of that area's transportation infrastructure. In response, both the Texas Department of Transportation (TxDOT) and the Texas Turnpike Authority (TTA) are investigating ways in which the border infrastructure might be upgraded, either through new bridges and/or by linking new and existing bridges to major highway facilities. As part of this statewide planning effort, the Center for Transportation Research (CTR), under the auspices of TxDOT and TTA, has conducted a planning-level needs study along the 1,230-mile (1,980-k:m.) Texas-Mexico border. This report, the first in a series of six, defines the study's scope, organization, research problem, research approach, and methodology. In addition, it includes a comprehensive description of the border's binational entry systems and road networks, along with a bilingual glossary of border-related terminology
