Criteria for inclusion are as follows: the item must be published in or after 1996 and publicly available by August 1998; and the item must contain some substantive analysis or assessment of the issue or possible responses to the issue. Items dealing primarily with anti-personnel land mines are not included. The bibliographic section is in two parts, the first covering documents from the United Nations, regional organizations, and other international arrangements. The second part contains annotations of governmental, academic, and other publications, subdivided by year of publication. The annotations summarize the major arguments of the cited document and record any recommendations. Also includes author index, keyword index, title index, and an annotated list of relevant World Wide Web sites
