Researchers working under the auspices of the Administrative Data Research and Evaluation (ADARE) Project are conducting a series of research and evaluation projects examining participation in, services provided through, and outcomes from the Workforce Investment Act (WIA) and related federal programs in nine states. Growing consensus among experts holds that youth who come under court supervision have multiple issues that require comprehensive and coordinated services and strategies to help them prepare for and attain jobs at wages that will sustain a constructive life path. A comprehensive approach, in theory, reduces dependency and breaks the pervasive cycle of crime and recidivism often experienced by youthful offenders and others who are at risk of court involvement. A significant effort to identify promising practices that have the potential to help prepare youthful offenders for employment was the Youth Offender Demonstration Project (yodp), a 24-month-long pilot that began in the summer of 1999. The goal of the evaluation was to document the implementation process over the demonstration period. The evaluation was to note achievements and challenges as project staffs attempted to deliver integrated services to the target population. To the extent possible, the evaluation also was to report the outcomes of the projects' efforts to transition youth offenders and youth at risk of becoming court involved to full-time employment at livable wages in positions with career potential. This volume describes, assesses, and summarizes the findings. A major part of the evaluation focuses on the extent that the projects were effective in building upon existing programs and systems to serve targeted youth. Five appendixes contain the solicitation for grant applications; scope of the work; field research guide; Category I Final Report Summaries; and Category iii Final Report Summaries. National Job Corps study : Job Corps applicants' programmatic experiences : final report by Terry Johnson( Book )

The National Job Corps Study was undertaken to obtain the information needed to assess the Job Corps' success in providing employment assistance to disadvantaged youths aged 16 to 24 years. The study's findings related to outreach and admissions (OA) and center characteristics and practices that appear to promote positive programmatic experiences for Job Corps applicants and participants were examined by using agency records for a randomly selected sample of youth who were eligible to enroll in Job Corps. The following items had significant impacts on applicants' programmatic experiences: (1) OA counselors' outreach and screening practices; (2) OA counselors' knowledge and experience level; (3) center operator type, size, and location; and (4) the strength of centers' vocational and academic programs. The particular vocational areas offered by centers and the range of vocations offered did not significantly affect students' programmatic experiences. Limited residential living facilities were associated with shorter lengths of stay, but exceptionally good facilities did not appear to promote longer lengths of stay.
