Pérez identifica un precedente de la Leyenda en la reacción que generó a finales de la Edad Media, sobre todo en Italia, la expansión de la Corona de Aragón por el Mediterráneo. Una reacción, ante todo, a la expansión, al éxito y también a los excesos, de la potencia extranjera. A partir de la Apología de Guillermo de Orange, el documento que encarnó el nacimiento de la Leyenda como tal, Joseph Pérez analiza con detalle y objetividad cada uno de los elementos de la Leyenda: los ataques a Felipe II, a la Inquisición española y a la conquista de América, y establece el grado de fundamento o de exageración y deformación interesada que hay en cada uno de ellos. Al mismo tiempo, sitúa en el contexto adecuado todas estas cuestiones, comparándolas con episodios similares (represiones, guerras de religión, colonizaciones...) que tuvieron lugar por parte de otras potencias, coetáneas o posteriores. En palabras del editor francés de esta obra, la principal conclusión de este análisis es el sorprendente vigor que ciertos aspectos de la Leyenda siguen teniendo aún hoy entre algunas élites que prefieren ignorar la historiografía más rigurosa: España no fue ni peor ni mejor que las otras potencias europeas
