Our study has identified at least three answers in the British decision of not joining the euro area. First, a historical conviction never to tie its hands with regard to their experience of the EMS 90s. Second, a philosophical conviction that the European Union is not the only entity practicable for Europe. It shows a British political and public opinion hostile to European integration. Third, many economic reasons justify this refusal: first, the unsustainability of current euro area due to persistent structural heterogeneities. Secondly, the economic convergence between the UK and the euro area is considered inadequate in view of the British cycle analysis and its comparison with the German cycle and the cycle French. Thirdly, the common monetary policy does not address the concerns of the British regarding product stability and the fight against unemployment. Elle procède à l'analyse critique de l'ensemble desréformes entreprises depuis la parution du Livre Blanc sur les retraites (1991), et engage despistes de mesures complémentaires pour les améliorer. Elle s'articule autour de deux idéesprincipales : d'une part, les principales réformes (Balladur, 1993 et Fillon, 2003) sont d'ordreparamétrique et entendent préserver la logique de solidarité intergénérationnelle ; d'autre part,sous certaines conditions, elles peuvent être améliorées par l'adjonction de mesuresstructurelles sous forme d'introduction d'une dose de capitalisation obligatoire.L'argumentation s'appuie à la fois sur une réflexion théorique, fondée notamment sur lesmodèles à générations imbriquées, la notion de taxe sur la poursuite d'activité aux âgesavancés, et sur une étude empirique internationale mesurant l'impact d'une capitalisationsupplémentaire sur l'épargne nationale. The aim of this thesis is to propose and develop the various multidimensional measures of poverty. There is a consensus on the multidimensional nature of poverty. Scientists, policy makers and development professionals agree that the monetary dimension (lack of income) is inadequate to represent poverty. On the basis of the work of Sen (Nobel Proze of Economics), particularly on the capability approach, we propose four different measures of poverty. The first one is a monetary measure based on the utilitarian approach ; the second is a subjective measure founded on household experience ; the third is a multidimensional axiomatic measure and the final one is a non-axiomatic measure based on the theory of fuzzy sets. They are implemented using survey data EDAM3-IS (Djiboutian Survey of Households 2012). The esults fall within the framework of economic growth in Djibouti. However, all the measures used have shown great disparities between the capital and the regions in terms of basic infrastructure and household welfare. Each method produced results with different interpretations of the determinants of poverty. This does not mean that there is one method being better than the other but rather each approach, in a particular context, may be more relevant. Thus, identifying the poor by applying the different measures of poverty gave us a clear-cut profile, which implies that the decision-maker must first set the aim in view in the implementation of anti-poverty policies. It can be emphasized that the inclusion of a subjective weighting in the process of measuring of poverty is one of our contributions towards the development of multidimensional measures of poverty

In view of the negative effects of the debt burden on the development of the West African Economic and Monetary Union (WAEMU) countries, we analyse the sustainability of Union's fiscal policy in order to underline, beyond the IMF's official methodology, alternative proposals, remedial or complementary to the goal of ensuring the long-term solvency of member countries and the financing of their budget deficits. The results of our debt sustainability analysis from 1975 to 2012 showed that WAEMU countries have very pronounced budget deficits, mainly due to their massive debt. They do not have sufficient resources to meet the debt's financial requirements

The context of the globalization suggests that the project of a West African common currency launched by the ECOWAS commission in 1999 is a potential source of opportunities for the small economies of the sub-Region. The common market will increase the scale of their small domestic markets; facilitate the realization of the scale economies; enhance the profitability of the investments and improve the potential product of the economies. Thus, this thesis aims to analyse the effect of that monetary evolution planned for countries following an autonomous monetary and exchange policy in the West African sub-Region. The results show that the economies of the sub-Region are not symmetric, especially because of their growth cycles. The equilibrium exchange rate analyse proves that the non-Participation in the common currency does not shield the West African economies against the exchange rate misalignment for them. Especially a participation of Gambia, Guinea or Sierra-Leone in the West African Economic and Monetary Union (WAEMU) between 1994 and 1999 would have generated a lower exchange rate misalignment for them. But that effect decreases or disappears as for 2000. On another hand, the participation in a common currency or in a monetary area in Sub-Saharian Africa does not affect the welfare measured by growth or HDI. But, both the participation in the monetary area or in the common currency improves the welfare, measured by consumption by head, strongly and significantly. Ultimately the ECOWAS economies are not robustly symmetric. Relative to the misalignment of the exchange rate the non-Participation in the WAEMU is not better, except for Ghana and Nigeria. For all ECOWAS economies, the participation in a common currency or in a monetary area is better for their welfare, measured by the consumption by head. The ECOWAS common currency project is subsequently relevant for monetary union non-Participants economies of the sub-Region

This thesis is based on three essays focused on analysis of the excess liquidity in the CEMAC countries. The first one identifies the determinants of excess liquidity in developing countries by studying the case of CEMAC member countries from 1985 to 2002. The GMM estimator used has shown that the excess liquidity in Central Africa derived from both the prudence of commercial banks and exogenous factors. The precaution of Commercial Banks can be explained by the financial crisis in 1980s, the restructuring of the banking system, the instability of deposits and a very risky economic environment. The increasing in oil prices fueling excess reserves due to the low absorption capacity of countries in the region. In the second essay, it was discussed the transmission channels in Central Africa. The VAR model used has shown that the interest rate channel is the lowest. This is exactly the lack of a financial market that does not allow ensuring the function of the recycling of liquidity and the transmission of mone ary policy. At the last essay, it was developed a forecasting model of inflation in Chad which is member of CEMAC countries. BVAR models have been shown in Chad to be more effective than traditional tools (AR, ARIMA and VAR). A sensitivity analysis undertaken by the Bayesian approach indicates that the excess liquidity would exert inflationary pressures

The convergence of macroeconomic policies is now in a recession lasting, at the center of debate in European countries, the main funders of WAEMU countries. It causes a disturbing inconsistency in the countries of the monetary zone which, for historical reasons, have adopted as an anchor currency the euro, hoping for a strong and sustainable growth. This thesis proposes a reflection on the relationship between the criteria of convergence and economic growth in WAEMU. We, in the first part, investigated this convergence while highlighting the obstacles to the virtuous sequence between the latter and economic growth. In the second part, we sought solutions to improve the capacity of countries to converge and accelerate their growth. We conclude that the relaxation of monetary and fiscal constraints may be accompanied by inter-country or inter-authorities solidarity. Efficiency can be increased by extending the economic space, starting with a cluster convergence and community care social stability

Prices of agricultural products are experiencing significant volatility. Price volatility is still relevant today with food crises, the latest of which are those of 2007-2008 and 2010-2011. Trajectories may completely vary depending on whether we are targeting international market or national domestic markets. This price volatility represents price risk that affects farmers' decision-making. This thesis is devoted to determine how producers react to the price risk of agricultural products. Specifically, it (i) reviews the available literature pertaining to decision-making in a deterministic or uncertain environment, (ii) analyzes the functioning of the Beninese agricultural sector by identifying the constraints on the sector and which constitute factors conducive to price volatility in the country's main markets (iii) tests the existence of price volatility on food markets in Benin and assesses the extent to which agricultural prices have been volatile since 1995 and, ( iv) analyze farmers' responses to price volatility. Results show that there is significant price volatility in the country's main markets. However, it is established that changes in price volatility between the periods 1995-2005 and 2006-2015 vary according to the markets and products considered. The results also show that farmers in Benin react to price risk by increasing both production and corn acreage. The results of this thesis suggest, on the one hand, the use of transitional instruments for regulating the prices of food products and, on the other hand, the setting up of a counter-cyclical inventory control policy

The notion of poverty has been the subject of much debate around the world. Previous analyses have emphasized the one-dimensional character based essentially on a monetary approach (income or consumption expenditure). Thanks to the work of some authors such as Townsend and Sen, the multidimensional character is highlighted, considering the difficulty of quantifying certain variables that translated the idea of lack. In addition, many empirical studies show that the rural sector remains the most affected by poverty.In the case of Côte d'Ivoire, poverty is also a rural phenomenon and most studies have focused on the monetary approach.This study addresses the analysis of poverty by focusing on rural farming and apprehends the phenomenon of poverty from three (03) approaches: (i) monetary; (ii) relative deprivation and (iii) wealth.The results show that poverty remains important in this sector with a high rate for the indicator of the relative deprivation. In addition, there is greater monetary inequality than other types of poverty whatever the year (2002 and 2008).The identification of the explanatory factors of the membership or not in the class of the poor shows that the variables related to the gender, to the type of religion and the age group are the most common in the various years and various approaches.Based on the obtained results , the following recommendations are formulated: (i) towards the Ivorian government, use monetary and non-monetary approaches in next analyses on poverty in Côte d'Ivoire; emphasize the construction of new infrastructures and the purchase of new equipment; improve communication about government actions; build the capacity of producers to use improved inputs and relevant tools; (ii) to agricultural producers, adopt agricultural technologies and techniques and quality inputs, accept to join cooperative enterprises; (iii) for cooperatives, it is necessary to look for outlets for its members, to negotiate better remunerations for agricultural productions, to transform farmers into real agricultural entrepreneurs

The objective of this work is to evaluate the performance of the banking system of CEMAC countries from 1993 to 2008. We capture the internal performance of the bank through the technical efficiency of banking firms. We measure this, using non-parametric approaches of production frontier models, while considering credit as the output of the banking industry. Using the MALMQUIST decomposition index, we observe that banks in the zone have quite different scores, even if globally they have a better scale efficiency. The analysis of the externalities of financial services is limited to Cameroon only. We evaluate this through the impact of micro-credits on the standard of living of the beneficiary households within the framework of monetary poverty and multi-dimensional poverty reduction. The results show that the change in households' incomes is determined by what the loans are used for and by environmental factors
