"One of the most crucial elements of our interdiction and eradication efforts [against drug trafficking] has been the operations that the United States has headquartered from our bases in Panama. Unfortunately, failed United States/Panama negotiations during the past couple of years, and due to the terms of the Carter-Torrijos treaty, future flights from Panama for the surveillance of narcotics interdiction purposes have been blocked. On May 1, the United States ceased all narcotic surveillance flights from Howard Air Force Base in Panama. By the end of this year, the United States will have abandoned property consisting of about 70,000 acres and over 5,600 buildings.
