This report points out inequities in the taxing methods of many States and of State subdivisions and suggests possible remedies. Special emphasis is placed on assessments against real property and the impact of these assessments on tax revenues. The report concludes that (1) school revenue systems have suffered because of inadequate laws that have been poorly drawn and ineffectively administered; (2) exemptions have eroded tax bases requiring that higher rates be levied on nonexempt property; (3) few States require local assessors to use the basic tools -- tax maps and assessment manuals -- which would promote uniformity in assessment levels; (4) more research into computer applications for property tax assessment is needed; and (5) more research is needed on the effects of various appraisal methods on assessment quality and uniformity. Appendixes contain State-by-State information on various aspects of property taxation and assessment. (Author/JF)

This report is designed to familiarize the reader with current changes in State systems of public school finance. It describes in summary form the major school finance changes made in 1973 by Colorado, Florida, Illinois, Kansas, Maine, Michigan, Montana, North Dakota, Utah, and Wisconsin. State legislative sessions in these States produced substantive enactments aimed at equalizing either educational opportunity or the tax burden or both. To distribute resources to school districts equitably, States are using a modification of "district power equalizing" (dpe). Under dpe a State would guarantee the revenue yield per pupil from a given local property tax rate. Where the actual revenue raised by the rate in a district is less than the guarantee, State funds would make up the difference; where actual revenue is more, the State would recapture the excess. The recapture feature is generally either eliminated or restricted. The report also reviews property tax relief and reform efforts underway in Maryland, Oregon, Florida, Vermont, and California. It considers efforts being made to take into account the needs of tenants in property tax relief packages. (Author/DN)

This paper reports that most of the States have appropriated more dollars to support local education than would be required to cover inflationary increases. According to the author, the new money is being channeled into equalization and foundation programs, and States are starting to experiment with "district power equalization." In its simple form, district power equalization is a technique that guarantees the yield per pupil from a given local property tax rate. The document first summarizes in detail new Montana and Kansas power equalizing laws, and then discusses the failure of full stand funding in Oregon, the only State to make a serious attempt to enact the plan this year and North Dakota's increase in State spending for operating costs from 42% to 70%. One chapter is devoted to the explanation of a plan adopted in Utah where State spending is based on cost. The document concludes with summaries of property tax reform efforts in Maryland, Oregon, Florida, and California. The appendix lists recent school finance studies undertaken by almost every State in the nation. (Author/DN)
