Ce contresens fonde une vision du progrès et de l'action publique de plus en plus centrée sur l'individu, sur l'"autoréalisation de soi", oublieuse des liens que les personnes continuent d'entretenir les unes avec les autres. Ce livre montre que l'influence des autres sur la vie de chacun reste considérable. Elle continue à prendre le visage du conformisme, cette tendance à faire comme ceux dont nous voulons rester proches pour ne pas être coupés d'eux. Menacé par la désocialisation, l'individu contemporain est exposé au besoin de suivre les autres, pour ne pas s'en trouver davantage éloigné. Cette "loi de grégarité" se vérifie dans la famille, mais aussi à l'école, sur les lieux de travail, dans les supermarchés ou encore dans les prisons. En envisageant les individus comme de purs atomes sans racines, les politiques contemporaines n'atteignent pas la société comme elles pensent le faire. Promouvoir la mixité sociale sans tenir compte des liens qu'elle brise peut alors s'avérer contre-productif
Educational effects of widening access to the academic track a natural experiment by Eric Maurin( )

It is difficult to know whether widening access to schools which provide a more academically oriented general education makes a difference to average educational achievement. We make use of reforms affecting admission to the "high ability" track in Northern Ireland, but not England. The comparison of educational outcomes between Northern Ireland and England before and after the reform identifies the net effect of expanding the academic track to accommodate more students. This is composed of the direct effect of the more academic track on individual performance and the indirect effect arising on account of the change in peer group composition. Our paper is relevant to debate on the consequences of ability tracking and of expanding access to the academic track. (Contains 19 figures, 2 tables and 27 footnotes.)
Worktime regulations and spousal labor supply by Dominique Goux( )

We investigate cross-hour effects in spousal labor supply exploiting independent variation in hours worked generated by the introduction of the short workweek in France in the late 1990s. We find that female and male employees treated by the shorter legal workweek reduce their weekly labor supply by about 2 hours, and do not experience any reduction in their monthly earnings. While wives of treated men do not seem to adjust their working time at either the intensive or extensive margins, husbands of treated wives respond by cutting their labor supply by about half an hour to one hour per week, according to specifications and samples. Further tests reveal that husbands' labor supply response did not entail the renegotiation of usual hours with employers or changes in earnings, but involved instead a reduction in (unpaid) work involvement, whether within a given day, or through an increase in the take-up rate of paid vacation and/or sick leave. These margins of adjustment are shown to have no detrimental impact on men's (current) earnings. The estimated cross-hour effects are consistent with the presence of spousal leisure complementarity for husbands, though not for wives

"The famous events of May 1968, starting with student riots, threw France into a state of turmoil. The period of 'revolution' coincided with the time in which important examinations are undertaken. Normal procedures were abandoned and the pass-rate for various qualifications increased enormously. These events were particularly important for students at an early (and highly selective) phase of higher education. They are shown to have pursued further years of education because thresholds were lowered at critical stages. These historic events provide a natural experiment to analyse the returns to years of higher education for the affected generation and to consider consequences for their children. Thus, we contribute to debate on two very controversial questions: What is the true causal relationship between educational attainment and its labour market value? Is there a causal relationship between the education of parents and that of their children? Unlike most of the literature, we consider the effect of an intervention which alters an individual's years of higher education rather than compulsory schooling. The results show a relatively high return, which might indicate that private returns are higher for the former. Furthermore, the treatment group is on the margin of the higher education system. This study suggests that expanding the university system to accommodate such people can yield very high private returns. Hence our study suggests very positive effects of the '1968 events' for affected cohorts and is of contemporary relevance given the current debate in many countries about widening access to higher education"--Forschungsinstitut zur Zukunft der Arbeit web site

"Children's outcomes are strongly correlated with those of their neighbours. The extent to which this is causal is the subject of an extensive literature. An identification problem exists because people with similar characteristics are observed to live in close proximity. Another major difficulty is that neighbourhoods measured in available data are often considerably larger than those which matter for outcomes (i.e. close neighbours). Several institutional features of France enable us to address these problems. The tracking of pupils by ability into elite and non-elite schools represents a common, but highly controversial policy in many countries. In particular, there is no consensus on how large the elite track should be and, consequently, little agreement on the potential effects of any further increase in its size. This paper presents a natural experiment where the increase in the relative size of the elite track was followed by a very significant improvement in average educational outcomes. The experiment under consideration provides a rare opportunity to isolate the overall contextual effect of allowing entry to the elite track for a group that was previously only at the margin of being admitted
