La migrazione genera forti cambiamenti nella società, soprattutto quando assume dimensioni rilevanti come negli ultimi decenni. Si tratta di un fenomeno che modifica profondamente gli equilibri economici, la cultura e la stessa identità dei paesi d'origine dei migranti e anche di quelli di destinazione. I governi hanno risposto a questi cambiamenti con l'imposizione di politiche sempre più restrittive. Ma tali politiche sono risultate efficaci? Il numero di migranti regolari si è ridotto e al contempo è cresciuto l'esercito degli invisibili, i migranti clandestini. Gli autori affrontano questi temi con gli strumenti dell'analisi economica, avvalendosi di indagini originali svolte sul campo in Italia, con l'intento di capire meglio il fenomeno della clandestinità. Sfuggendo alle statistiche ufficiali esso lascia infatti aperti importanti interrogativi. In particolare, discutono le politiche migratorie che potrebbero ridurre l'entità degli irregolari e accrescere così il potenziale contributo economico dei migranti ai paesi ospitanti e a quelli d'origine

In this paper we show that highly skilled undocumented migrants are more likely to return home than migrants with low or no skills when illegality causes skill wasteʺ, i.e. when illegality reduces the rate of return of individual capabilities (i.e. skills and human capital) in both the labor and the financial markets of the country of destination. This proposition is first illustrated in a simple life-cycle framework, where illegality acts as a tax on skills, and then is tested on a sample of apprehended immigrants that crossed unlawfully the Italian borders in 2003. The estimation confirms that the intention to return to the home country is more likely for highly skilled than low-skill illegal immigrants. The presence of migration networks in the destination country may lower the skill-waste effect. The empirical result of this paper contrasts with the common wisdom on return decisions of legal migrants, according to which low-skill individuals are more likely to go back home rather than highly skilled migrants

This paper examines the main determinants of linkages between foreign and domestic firms in developing countries. Based on existing evidence, we highlight the relevance of linkages generated by MNEs in developing countries and then we discuss the factors which boost or hamper the interactions between foreign and domestic firms and draw some policy implications.
