Cette thèse aborde sous trois angles complémentaires les enjeux économiques des négociations climatiques. Plus précisément, elle utilise trois cadres distincts pour analyser la nature du blocage actuel de ces négociations, ses causes et enfin ses issues envisageables. Le premier cadre est celui de la modélisation intégrée économie-climat, qui agrège en un petit nombre de fonctions essentielles les éléments clés de l'interaction entre ces deux champs. Nous analysons ainsi la façon dont les différentes hypothèses sur ces fonctions essentielles peuvent refléter les positions et les visions du monde des acteurs de la négociation. Le second cadre est celui des viscosités de l'économie réelle, qui met l'accent sur les facteurs, les secteurs, les institutions, en ce qu'elles réagissent à la contrainte climatique ou aux politiques climatiques mises en œuvre. Enfin le troisième cadre inclut l'intermédiation financière et la monnaie, comme éléments clés de compréhension de l'orientation plus ou moins intensive en énergie des investissements, et comme sources possibles d'une issue au blocage actuel des négociations

L'objet de cette thèse est l'analyse des interactions entre croissance économique et environnement. Nous essayons en particulier de proposer un cadre d'analyse qui per, mette de progresser vers l'édification de politiques environnementales pouvant assurer la soutenabilité de la croissance économique sur le long terme. La première partie propose une analyse qui suppose que les autorités en charge de la mise en place des politiques environnementales ont une connaissance parfaite aussi bien des structures des phénomènes naturels, que des technologies et des préférences présentes et futures. A la suite d'une brève revue de la littérature, le premier chapitre étudie un modèle prototype et analyse les conditions sous lesquelles l'économie peut évoluer le long d'une trajectoire de croissance équilibrée telle que l'économie et la qualité de l'environnement vont en s'améliorant dans le temps. Le second chapitre propose une analyse éthique du concept de soutenabilité. Il y est introduit la nécessité du maintien d'une équité entre les générations quant à l'accès aux ressources naturelles. Afin de cerner la pertinence des modèles précédemment présentés et partant du principe que la difficulté de la prise de décisions en matière de politique environnementale aujourd'hui réside principalement de ce que nous sommes encore dans la plus complète ignorance des conséquences qu'elles auront sur le long terme, nous nous interrogeons, dans une seconde partie, sur les effets de la prise en compte des incertitudes environnementales. Le troisième chapitre analyse l'influence sur les décisions des autorités de l'introduction de deux formes d'incertitudes environnementales, une incertitude sur les préférences des générations futures et une incertitude sur l'évolution future du stock de ressource environnementale. Enfin, dans le quatrième chapitre, nous utilisons une approche micro-économique pour expliquer les comportements des agents économiques face à une incertitude environnementale

Un nombre croissant d'études académiques et de rapports d'organismes internationaux relèvent une dépendance accrue des nouvelles technologies de l'énergie vis-à-vis d'une catégorie de ressources souvent prénommés métaux rares. Parallèlement, il se forme depuis plusieurs années des inquiétudes sur la disponibilité économique de ces métaux pour opérer la transition énergétique nécessaire à la lutte contre le réchauffement climatique. Cette thèse a donc pour objectif de souligner l'ensemble des contraintes et des risques qu'implique l'usage fréquent et généralisé de ces métaux dans les nouvelles technologies de l'énergie. Une première partie de la thèse est consacrée aux indicateurs et aux théories reliées à la disponibilité économique de long terme d'une ressource non renouvelable tout en faisant apparaitre un ensemble de traits communs partagés par les métaux rares. La seconde partie de cette thèse démontre les risques attachés à une absence d'élasticité prix de l'offre de métaux rares du fait d'une contrainte de sous-produit. Elle offre également une analyse approfondie des causes et des conséquences relatives à l'absence de marché à terme pour la quasi-totalité de ces métaux rares. Enfin, son dernier chapitre propose d'explorer la liaison très forte existant entre le secteur de l'énergie et le secteur des métaux. Il y est démontré que cette connexion s'accentue et qu'elle implique la possibilité d'un cercle vicieux entre des énergies toujours moins concentrées (avec un contenu en métaux grandissant) et des métaux qui consomment toujours plus d'énergie sous l'effet de leur épuisement

The transition to renewable energy involves two kinds of environmental concerns. First, fossil fuels are exhaustible and second, their use generates negative externalities through irreversible environmental damage. Furthermore, there are possible synergies between energy efficiency measures and renewable energy adoption in the sense that the former reduces the energy demand so that the latter can begin to cut future greenhouse gases emissions. The main objective of this dissertation is to analyze the optimal energy transition under certain and uncertain occurrence of environmental catastrophe and to determine incentive-based instruments at the household level in order to boost the energy transition. The dissertation consists of four chapters that independently present and discuss different issues of energy transition. The first chapter focuses on the optimal energy transition involving decisions about both renewable energy adoption and investment in energy saving technologies, when there is a certain pollution threshold that triggers the occurrence of environmental catastrophe. The second chapter investigates the optimal transition to renewable energy under uncertain occurrence of environmental catastrophe. The third chapter is devoted to understanding household behavior regarding energy transition. The fourth chapter explores the role of smart-grids in integrating intermittent renewable energy to facilitate the energy transition

This thesis deals with the mobility patterns of a specific/given territory, in the North of France. The aim is to offer economic tools that will encourage people to adopt more sustainable travel behaviors. This paper investigates the direct and induced effects of a new public transport (PT) infrastructure on the transport demand as well as on the economic growth. In order to carry out the review, this thesis has been divided into four essays. The first one presents the characteristics of the territory. It consists of a quantitative analysis of current mobility behaviors based on the two existing Household Travel Surveys for this territory. We note a kind of inertia in the mobility behaviors of the population. The second article deals with the determinants of this inertia, using a quantitative analysis based on nine focus groups, and more specifically on people who have limited transport solutions. In the third essay, the qualitative analysis is completed with an econometric study. Thus, we choose to highlight the main determinants of individuals' modal choices in this territory to determine which PT policies will impact the most mobility behaviors. The fourth essay comprises an assessment of the socio-economic impacts generated by the new transport infrastructure. Such an infrastructure is expected to generate low agglomeration gains. We found that those become almost negligible when local pollution, induced by this infrastructure, is accounted for. This infrastructure is put into question. Indeed, while it does not affect mobility behaviors, it does not generate significant wealth creation either. Other mobility solutions are thus needed

This thesis is devoted to the analysis of the relationship between economic growth and the environment, when considering the altruistic choices of parents toward their children, through environmental, economic and educative bequests. This work is organized around three chapters. The first focuses on the first stages of economic development, corresponding to a major turning point of this relationship. It highlights the role of interactions between economic, demographic and environmental spheres in the emergence of a polluting industrialization. Moreover, it illustrates the great disparities, historically observed, with economies stuck in a poverty trap and others developing at expense of their environment. The others chapter deals with developed economies. The second chapter takes into account the endogeneity of environmental preferences in order to analyze the implications of an environmental policy composed of usual tools (pollution tax and abatement activities) and an educative tool aiming to raise households' environmental awareness. We show that such a policy mix may allow to avoid intergenerational inequalities, coming from fluctuations in preferences, and to enhance economic growth. The third chapter considers the effects of pollution on longevity and their unequal repartition across population. We highlight that there exists an inequality trap, where disparities are persistently widening, but also that an environmental policy may allow an economy to escape from this trap and to improve economic growth, through its positive effects on health and on the returns to education

This thesis focuses on the integration of interactions in the estimation of the public policy's effect. Indeed, the estimation standard methods usually rely on strong assumptions that exclude partially or completely the interaction effect both in the selection process of beneficiaries and in the performance of the policy. However, the validity of these assumptions is questionable, particularly in the context of a non-experimental policy because an individual according as it is the beneficiary or not the policy, is not isolated: he interacts with his neighborhood. Thus, the estimated effect of the policy by traditional methods is likely to be biased (underestimation or overestimation) therefore induce decision-making based on erroneous conclusions. Therefore, in this thesis, we assume that the treatment received by an individual can affect other individuals in his neighborhood through different diffusion mechanisms. Using spatial econometric methods, we propose a methodological framework to take into account both in selection process and in the outcomes the interactions in the estimation of the policy effect. Four extensions of the evaluation methods are developed with an empirical study for each method

In France, studies on energy-saving investments for residential buildings are still relatively rare even if this sector exhibits a high potential for energy-savings. In this PhD dissertation, the aim is to isolate the determinants of energy efficient investments in the residential sector in France in order to provide some policy recommendations. We also want to study the effect of current and potential public policies designed to trigger retrofit investments.The dissertation consists in four chapters. In the first essay, our main objective is to analyze household's expenditures in renovation works by distinguishing energy efficiency works (insulation works and equipment replacement works) and reparation works using an econometric approach. In the second essay, we seek to understand the home renovation decision of households in a theoretical model in which there exist split incentives (landlord/tenant case). In the third essay, we study the decision to invest in energy efficiency by taking into account irreversibility and uncertainties on energy prices and on income return in a general equilibrium framework. Finally, the fourth essay assesses the effect of public policy on the decision to invest using an empirical approach.We model energy consumption and GHG emissions, the decision to invest in energy-saving renovations and the dynamics of the housing stock

Les approches chinoises pour la lutte contre le changement climatique se sont orientées vers les instruments économiques. En particulier, la tarification du prix du carbone serait mise en oeuvre durant la période de son 12e plan quinquennal (2011-2015). Les prix implicites du carbone sont aussi engendrés par l'usage massif de l'abattement de TVA et les taxes à l'exportation des produits intensifs en carbone depuis 2007. Ceci serait complété par une mise un oeuvre par un marché d'échanges des permis d'émissions ici 2015. Cependant, l'un pourrait anticiper ces approches un statut de champion pour la Chine, les doutes s'émergent à la fois sur la motivation de taxer l'exportation des produits intensifs en carbone et sur les prix donnés au carbone au marché domestique et à l'export. En utilisant les approches quantitatives et qualitatives, cette thèse examine les impacts des prix du carbone en Chine et leurs conséquences à l'échelle globale. La thèse propose d'abord d'accélérer la mise en oeuvre du prix du carbone au marché domestique et ensuite introduire un prix du carbone explicite (20$/tCO2) à l'export comme une mesure de transition avant que le prix du carbone atteigne un niveau comparable

This paper aims to provide an alternative explanation for why countries behave differently with respect to the environment and contributions to global pollution, although they might be quite similar from an economic development point of view. To explore this idea, I use a simple micro-founded model in which individuals derive utility from their own well-being as well as from a moral standpoint. The utility of the latter concept comes from the idea that individuals derive satisfaction from doing 'the right thing' (at least to some degree) - or, according to Immanuel Kant, from behaving according to the imperative principle. Being or acting green could fall into the category of such imperative principles. Using these concepts in addition to a simple political framework, I show that two equivalent societies (i.e., societies with the same income, political system, etc.) can reach two different environmental behaviour equilibria. I also locate the means of nudging a society from one equilibrium to another. Although I do not claim that this explanation is the only reason for why countries behave differently, this model provides a very simple rationale for why this could happen

Cities are not homogeneous territories: some neighborhoods concentrate wealth while others face difficulties such as unemployment, poverty, exclusion or crime. These fractures are a consequence of urban segregation, i.e. socioeconomic inequalities spatial pattern. To that matter, this thesis addresses three objectives: (i) the characterization and explanation of segregated urban structures appearance, (ii) the link between segregation and labor market, and eventually (iii) the link between segregation and education. According to Urban Economics, the urban structure influences individual's employment status through the distance to jobs. This hypothesis is tested via an empirical study on the Marseille urban area. The link between segregation and education is apprehended through the educational public policies evaluations. The effects of these policies are characterized through a critical literature review and an empirical study of the role of the “Politique de la Ville” on the junior high school student's schooling in Ile-de-France. This approach highlights the effects of job distance, neighborhoods and peer effects on individual's employment status. This approach also shows the “Politique de la Ville” positive effect on grade retention and the nuanced effect on schooling choices. Finally, this thesis provides an explication to the existence and form of the urban segregation in France

This thesis studies the evolution of the natural gas markets in Europe, until 2035, using optimization theory tools. The model we develop, named GaMMES, is based on an oligopolistic description of the markets. Its main advantages are the following: we consider an important level of detail in the economic structure of the gas chain and we endogenously take into account long-term contracts in the upstream as well as energy substitution between gas, oil, and coal in the demand. In the first part of this thesis, we study the issue of security of supply in Europe and the conditions under which it is necessary to regulate the gas markets that are strongly dependent on foreign imports. Three case studies are then presented, regarding the level of dependence and the markets' specificities: the German gas trade of the 1980s and the current Spanish and Bulgarian markets. We study in particular the evolution of the markets' outcome as a function of the supply disruption probability and the kind of regulation to implement in order to maximize the social welfare. In the second part, we develop a system dynamics model in order to capture fuel substitution between oil, coal, and natural gas. Our approach allows one to calculate a new functional form of the demand function for natural gas that contains energy substitution and consumption inertia effects due to end-users' investments. In the third part, we take advantage of our demand function and use it in a partial equilibrium model of natural gas markets in Europe. The GaMMES model, when written as a complementarity problem, describes the principal gas chain actors as well as their strategic interactions and market power. It was applied to the northwestern European gas trade to analyze the evolution of consumption, spot and long-term contract prices and volumes, production, and natural gas dependence, until 2035. In the last part, we present a stochastic extension of the GaMMES model in order to study the impact of the strong Brent price fluctuation on the gas markets. An econometric analysis allowed us to calculate the probability law of the oil price, when taken as a random variable, in order to construct the scenario tree and estimate its weights. Our results show how uncertainty changes the strategic behavior, in particular for the long-term contracting activity. Finally, the value of the stochastic solution is calculated to quantify the importance of taking into account randomness in the optimization programs of the gas chain actors
