Demand response is a cornerstone problem in electricity markets under climate change constraint. Most liberalized electricity markets have a poor track record at encouraging the deployment of smart meters and the development of demand response. In Europe, different models are considered for demand response, from a development under a regulated regime to a development under competitive perspectives. In this paper, focusing on demand response and smart metering for mid-size and small consumers, we investigate which types of market signals should be sent to demand manager to see demand response emerge as a competitive activity. Using data from the French power system over the last 8 years, we compare the possible market design options to allow demand response to develop. Our simulations demonstrate that with the current market rules, demand response is not a profitable activity in the French electricity industry. Introducing a reserve and/or capacity remuneration could bring additional revenues to demand response providers and improve incentives to put in place demand response programs in a market environment

Optimal wind power deployment in Europe : a portfolio approach by Fabien A Roques( Book )

Geographic diversification of wind farms can smooth out the fluctuations in wind power generation and reduce the associated system balancing and reliability costs. The paper uses historical wind production data from five European countries (Austria, Denmark, France, Germany, and Spain) and applies Mean-Variance Portfolio theory to identify cross-country portfolios that minimize the total variance of wind production for a given level of production. Theoretical unconstrained portfolios show that countries (Spain and Denmark) with the best wind resource or whose size contributes to smoothing out the country output variability dominate optimal portfolios. The methodology is then elaborated to derive optimal constrained portfolios taking into account national wind resource potential and transmission constraints and compare them with the projected portfolios for 2020. Such constraints limit the theoretical potential efficiency gains from geographical diversification, but there is still considerable room to improve performance from actual or projected portfolios. These results highlight the need for more cross-border interconnection capacity, for greater coordination of European renewable support policies, and for renewable support mechanisms and electricity market designs providing locational incentives. Under these conditions, a mechanism for renewables credits trading could help aligning wind power portfolios with the theoretically efficient geographic dispersion

"Les récentes tensions sur les marchés pétroliers et gaziers remettent au goût du jour le concept de "diversification du bouquet énergétique". La diversification des technologies de production électrique d'un pays permet d'améliorer la sécurité d'approvisionnement et de réduire les effets négatifs des variations du prix des hydrocarbures sur l'économie. Les théories du portefeuille et des options réelles permettent de quantifier le degré de diversification optimal pour un pays ou un électricien. On évalue dans cette perspective la valeur de couverture d'un investissement nucléaire pour un électricien confronté à des incertitudes quant à ses coûts (prix du gaz et des permis d'émission de dioxyde de carbone) et revenus (prix de l'électricité). Une forte corrélation entre les prix du gaz et de l'électricité réduit les incitations à la diversification des producteurs privés, mettant en doute la capacité d'un marché électrique libéralisé à stimuler une diversité technologique optimale d'un point de vue national."--Editeur
