In this paper we explore some reasons why relatively few British young people pursue vocational training. Much attention has focused on supply side explanations - lack of opportunity and training places. We argue this is mistaken. Attention should focus instead on the demand side and the poor rewards young people have gained from their vocational qualifications. The returns are mixed. Higher level vocational qualifications greatly enhance lifetime earnings. Low level qualifications produce modest gains and can even involve losses. The paper includes a brief discussion of recent changes in vocational training
