2 editions published between 1999 and 2003 in English and held by 5 libraries worldwide At the invitation of the Venezuelan National Electoral Council (CNE) the Carter Center's Council of Freely Elected Heads of Government observed the Dec. 6, 1998, Venezuelan presidential election. Prior to the elections, parties and candidates had been concerned about the preparations by the CNE, the level of training of the newly drafted poll workers, the performance of the vote tabulating machines, and the willingness of all candidates and their supporters to accept the results peacefully. Despite these concerns, the election did proceed smoothly. This report offers some suggestions for improving the electoral process in the future, and other key issues: how to tackle the poverty afflicting the population majority while facing a large fiscal deficit, how to best use Venezuela's rich petroleum resources, and how to restructure the political system through constitutional reform.

Although they found no fraud or voter disenfranchisement, they made many recommendations for a more transparent election process.

1 edition published in 2003 in English and held by 4 libraries worldwide In August 1990, President Ortega, the SEC, and UNO each sent letters to former President Carter, as Chair of the Council of Freely-Elected Heads of Government, inviting him to form a delegation to observe the electoral process. President Carter accepted and assembled an international and bipartisan delegation of 34 people. For the first time in Nicaraguan history, all of the political parties that began the electoral campaign completed it, and all agreed to accept and respect the vote both before the election and afterwards. A significant majority voted for change, electing Violeta Chamorro over then President Ortega, and the fact that FSLN and UNO parties together won more than 95 percent of the vote reflected a polarization of the country. The OAS provided excellent fieldwork with observers who came to know the regions well, were trusted by both sides, and whose presence helped contain violence and resolve conflicts. Voting procedures were excellent. A secret vote and honest count occurred.
