This International Aircraft Operator Data Base Master Requirements and Implementation Plan describes the Federal Aviation Administration's requirements for aircraft operator information as well as a plan for addressing these requirements. This study has shown that in order to carry out this responsibility the FAA requirements include a unique description of each aircraft along with the name, address, telephone number, and fax number of the aircraft operator. It has also been determined that the FAA has other ad hoc requirements for aircraft operator related information. As a result of investigations during the first phase of this effort, it has been determined that information needed by the FAA to carry out this responsibility is available through the private sector. In addition, much of the software and computer networking capability necessary to make effective use of Technology and Services (OATS environment being development under contract for the FAA by American Telephone and Telegraph (AT & T). The primary task of this program is to create an information system which will facilitate and enhance communication between the FAA and the aircraft operator data suppliers. In addition to the description of the FAA requirements, this document contains a plan to make use of these commercial data suppliers to create an aircraft operator information system. (KR)

The purpose of this program is to deliver to the Federal Aviation Administration (FAA) an automated information system which will provide useful aircraft information on all United States type certificated aircraft worldwide. The product is a system which is periodically updated and accessible to all FAA offices. The system makes use of commercially available data and other data from the public domain. From these data over 70 different tables were created and maintained. In order to identify aircraft, a unique coding system was created which extends the Aviation Safety Analysis System (ASAS) to all the world's aircraft. A similar coding system was created to identify and validate the names of the owners and operators of aircraft. In order for the FAA to use this information, a series of menu driven forms was created. FAA personnel can log into the system via modem to obtain and download a variety of reports. A measurement of the effectiveness of the airway science program to meet Federal Aviation Administration work force needs by Brent D Bowen( Book )

This paper examines why the Airway Science Program, initiated by the Federal Aviation Administration (faa) to develop college-educated and technically prepared personnel for faa employment (primarily for air traffic control), has failed to meet its work force goals. Research data were gathered from interviews with Airway Science Program coordinators at 20 of the 32 colleges and universities participating in the program. The survey found that program coordinators felt that the faa and the University Aviation Association should be more open-minded toward the needs of the participating institutions and designate more responsibility for curriculum design to the institutions. Heavily emphasized concerns were the failure of the faa to provide the promised number of jobs to program graduates, and the lack of adequate funding of the program and inequitable distribution of funds. The majority of coordinators felt that students preferred other academic aviation programs over the Airway Science Program, and coordinators reported more difficulty in attracting new students for the program than for other academic programs. Eight recommendations are made to improve the effectiveness of the program. Includes 16 references. (Jdd)

This document presents a qualification plan that will provide the detailed background information and engineering practices to help ensure the control of repeatable base material properties and processes, which are applied to both primary and secondary structures for aircraft products using composite materials. This qualification plan includes recommendations for the original qualification as well as procedures to statistically establish equivalence to the original data set. The plan describes in detail the procedures to generate statistically based design allowables for both A- and B-basis applications. Specific test matrices are presented which produce lamina level composite material properties for various loading modes and environmental conditions for aircraft applications not exceeding 200 deg F. This plan only covers the initial material qualification at the lamina level and does not include procedures for laminate or higher-level building block tests. The general methodology, however, is applicable to a broader usage

This report has been prepared in conjunction with the requirement to research existing sources of aircraft operator information. The research determined the availability of aircraft operator information, assessed the factors involved in its acquisition, and evaluated the feasibility of using these data in an International Aircraft Operators Information System for the Federal Aviation Administration (FAA). This evaluation was completed as part of the first phase of a two-phase program to develop an operational aircraft operator information system. The system will include an operator data base and will use existing data from commercial data suppliers. Results of the search for available aircraft operator data from data suppliers, manufacturers, and other organizations indicate there are a number of data suppliers capable of providing more detail and better scope than those now available to the FAA.
